Scope of Work
NSWCCD Code 6170 requires one (1) IV-SpIDR system with a low band antenna and accessories. The system must be capable of performing RF transmission, normal incidence reflection, and bistatic reflections measurements from 2-40 GHz at various incident angles and polarizations. It needs to rapidly image and extract electrical and magnetic properties from non-metallic materials, supporting SEA 05P programs. Key features include EMPIRE software for material property extraction, hemispherical scan capability (-180° to 180° azimuth, 0° to 90° elevation), dual polarization antennas, a room temperature sample holder, and a scattering RCS table. On-site installation and training at NSWCCD are also required.

The instrument must be TAA compliant and manufactured/distributed in the U.S. It needs to be compatible with a 2025 PC (Intel i5 12th Gen, Windows 11 Pro, min. 16 GB RAM, min. 512 GB SSD) and NSWCCD's existing Keysight Vector Network Analyzer (VNA).
