Justification for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for the procurement of an Impeller, Compressor Shaft. The Defense Logistics Agency (DLA) Troop Support is the contracting activity. The justification is made under the authority of 10 U.S.C. § 3204(a)(1), citing that only one responsible source and no other supplies or services will satisfy agency requirements.

• The Government does not possess complete unrestricted technical data for these replacement/repair parts.

• The rotating assembly kit is unique due to the OEM's proprietary design, and the customer lacks data rights to source from another vendor.

• A Sources Sought Notice was issued on SAM.gov on April 29, 2025, with a closing date of May 30, 2025, later extended to June 6, 2025.

• The quantity was increased from 12ea to 20ea due to backorders.

• Johnson Controls Navy Systems and BHPE LLC expressed interest.

• Only Johnson Controls Navy Systems responded to the sources sought notice.

• Market research included contacting Johnson Controls Navy Systems, Quality Refrigeration Company Inc, SIT Corporation, and Kampi Components, and an internet search, which found no additional comparable manufacturers.

• The Contracting Officer determines the estimated cost will be fair and reasonable based on certified cost or pricing data.

• This justification is for Other Than Full and Open Competition.

• Efforts were made to contact the Navy ESA for alternative sources, but delays necessitated workaround strategies.

• Any alternate offers submitted will be reviewed by the product specialist and referred to the ESA for evaluation.
