Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force, through the AFSC OL H PZIE office, is conducting a Request for Information (RFI) for the Implementation of Advanced Government Simulation Capabilities (IAGSC). This RFI seeks to gauge industry interest and capabilities for a future Multiple Award Indefinite Delivery, Indefinite Quantity (MAC IDIQ) contract. The effort will focus on software development, modeling and simulation integration, R&D, and cybersecurity for DoD systems. Responses to this RFI are due by March 28, 2025.

Scope of Work

The anticipated MAC IDIQ will acquire non-personal services to support the Air Force Sustainment Center's (AFSC) Software Development Directorate, Experimentation Division (AFSC/SWX). Key tasks include:

  • Software Development: Design and develop solutions for various DoD customers.
  • Modeling & Simulation Integration: Integrate M&S capabilities into software and hardware.
  • Advanced Capabilities R&D: Research and develop advanced software/hardware for DoD systems.
  • Cybersecurity: Implement measures throughout software development and integration.
  • Lifecycle Software Testing: Conduct comprehensive testing, including Validation and Verification (V&V) of M&S capabilities.
  • Threat Representation: Integrate Intel Community (IC) information into threat representative capabilities.
  • Systems Engineering Support: Provide support for related activities.
  • Physical Security: Provide physical security services and maintain personnel security files.
  • Administrative Support: Provide professional administrative services. Development efforts will concentrate on simulations, mission system integration, hardware-in-the-loop, data links, and sensors for fourth and fifth-gen systems.

Contract & Timeline

  • Type: Request for Information (RFI), anticipating a Multiple Award IDIQ (MAC).
  • Anticipated MAC Details: Estimated ceiling of ~$750M, 5-year ordering period with a 5-year option. NAICS code 541511 (Custom Computer Support Services).
  • Set-Aside: None specified for this RFI. The government anticipates full and open competition for the MAC but is exploring ways to ensure small business participation.
  • RFI Response Due: March 28, 2025.
  • Industry Day: April 15, 2025, at Wright-Patterson Air Force Base (WPAFB), OH, with one-on-one sessions April 15-18, 2025. Preliminary notice of interest due March 28, 2025; attendance confirmation by April 2, 2025.
  • Anticipated MAC Schedule: Draft RFP in August 2025, Formal RFP Release in October 2025, Proposals Due in January 2026, Contract Award in September 2026.
  • Published Date: November 6, 2025 (latest update).

Information Requested

Interested parties are requested to provide:

  • Draft PWS feedback and questions.
  • A 2-3 page Capabilities White Paper detailing company capabilities, approach, methodologies, technologies, and relevant experience.
  • Comments on the suitability of a MAC, or alternative acquisition strategies with rationale.
  • Identification of existing contract vehicles.
  • Company's security clearance level or ability to obtain it (minimum SECRET required).
  • Company information (CAGE, UEI, POC).
  • Teaming/subcontracting intentions. Responses should not exceed 10 pages.

Evaluation (Anticipated for MAC)

The anticipated evaluation for the MAC will use a trade-off method, considering Price, Past Performance, Professional employee compensation plan, Technical factors (including Cybersecurity, Software Engineering, Coding Exercise, and Training/TT&P support), and Personnel management plan. Technical aspects will be the heaviest weighted factor.

Key Clarifications & Requirements

  • Security: Minimum SECRET clearance required for personnel at time of award; higher levels possible. Highest classification for proposals will be Controlled Unclassified Information (CUI). Typical project security levels are Secret SAR and TS/SCI.
  • Place of Performance: Primarily on-site at Wright-Patterson AFB, OH. Other locations include Hill AFB, UT; Tinker AFB, OK; Warner-Robins AFB, GA. No telework/remote work.
  • Data Rights: Expectation is unlimited rights for developed software.
  • Funding: Working Capital Funds will be used; task orders intended for 12 months.
  • AI/ML: Interest in incorporating AI/ML, including LLMs, to assist developers.
  • Contact: Carmen Mertz (Contracting Officer) and Austin Hurst (Contract Specialist). All communication must be directed to them.
