Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), specifically the NESDIS Office of Systems Architecture and Engineering (SAE), publicizes its intent to award a sole-source modification to Spire Global Subsidiary, Inc. This modification is for a 12-month Period of Performance (PoP) extension for the In-Orbit Demonstration and Data Acquisition of a Hyperspectral Microwave Sounder (HyMS) mission.
Scope of Work
The extension will cover the period from October 1, 2026, through September 30, 2027. The purpose is to ensure continuity of the specific data stream from the HyMS sensor, which is critical for capturing seasonal atmospheric variations (e.g., hurricane seasons and polar winters). This data is essential to validate the impact of this technology on Numerical Weather Prediction (NWP) models.
Contract & Timeline
- Notice Type: Presolicitation Notice (Notice of Intent to Sole Source)
- Statutory Authority: 41 U.S.C. 3304(a)(1), as implemented by FAR Subpart 6.103-1
- Set-Aside: None (Sole Source)
- Response Due: May 16, 2026, by 11:00 AM EST
- Published: May 1, 2026
Rationale for Sole Source
This requirement is a follow-on to a competitively awarded R&D mission. Spire Global is currently the only source with a space-qualified HyMS sensor in orbit (launched January 11, 2026). Their 16U platform is uniquely configured for the specialized thermal management and power distribution required by the HyMS payload. Awarding to another source would result in substantial duplication of costs and unacceptable delays in the mission's R&D objectives.
Response Instructions
This is not a formal solicitation or Request for Proposal (RFP). However, responsible sources may submit a Capability Statement for agency consideration. The Government retains sole discretion on whether to proceed with a competitive procurement based on responses. Information received will be used solely for determining the feasibility of competition.
Submissions must be sent via email to bryton.curtis@noaa.gov and mark.a.sullivan@noaa.gov.
