Scope of Requirement

USACE requires 3 suites totaling 4,891 net/usable to 5,435 gross/rentable square feet of existing Class A or B retail space within a defined delineated area in Yuma, AZ. The boundaries are: North: 12th Street, South: 40th Street, East: S. Pacific Ave, West: S. 4th Ave. The lease term will not exceed five (5) years, with Government termination rights.

Key Facility Requirements:

  • Primary and secondary points of ingress/egress.
  • Lighted, non-exclusive or reserved on-site parking for 14 government vehicles (24/7 access) and additional lighted parking for approximately 22 employee/visitor vehicles during business hours.
  • Ability for military services to use space beyond normal working hours, weekends, and holidays, including access to elevators, lights, toilet facilities, and HVAC.
  • Location must be compatible with an Armed Forces Recruiting Facility, avoiding proximity to sexually oriented businesses, bars, nightclubs, liquor stores, smoke shops, or marijuana dispensaries.
  • Adequate mass transit within three walking blocks is highly desired.

Contract Details

This is a full-service lease where rent covers all lessor costs, including operating expenses, real estate taxes, and insurance. The Government Lease must be used. The Product Service Code is X1AA (Lease/Rental Of Office Buildings). No set-aside is specified for this opportunity.

Submission & Evaluation

Proposals are due by April 13, 2026, at 5:00 PM Mountain Time. Submissions can be via email to Elaine.M.Chyr@usace.army.mil or by mail.

Required Submission Documents (at minimum):

  • Initialed draft lease document (USACE Recruiting Lease Form L100).
  • Initialed copy of General Clauses 3517B.
  • Initialed copy of Janitorial Specifications.
  • Conceptual floor plan.
  • Site plan showing location and available parking.
  • Digital photo of street view of property.
  • Completed, signed, and dated Proposal to Lease Space form (USACE Recruiting Form 1364).

Award will be based on best value, considering Price and Technical Factors. Technical factors include location, neighborhood, ease of access, parking, overall appearance, compatibility of adjacent businesses, signage potential, floor plan/layout, and high-speed internet availability. Environmental due diligence (Phase I ESA) and compliance with NEPA/NHPA are also required.
