In-Service Engineering Agents (ISEA) Training

This is a combined synopsis/solicitation for commercial items for In-Service Engineering Agents (ISEA) Training. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source, with the American Bureau of Shipping identified as the intended source. This solicitation is issued under FAR Part 13.106-1(b) due to circumstances deeming only one source reasonably available.

The core requirement is for in-person training courses for In-Service Engineering Agents. The base contract includes three courses for 15 students each:

• Hull Inspection & Maintenance Program (HIMP) (MIN005): 3-day course
• Maritime Incident Investigation & Root Cause Analysis (RM007): 2-day course
• Maritime Risk Assessment (RM002): 1-day course

Optional courses for additional offerings of these three training types are also included.

• Pricing Arrangement: Firm Fixed Price for all items.

• Period of Performance (Initial Courses): April 1, 2026, to September 30, 2026.

• Period of Performance (Optional Courses): April 1, 2026, to September 30, 2027.

• Place of Performance: 222 Central Park Ave, Virginia Beach, VA 23462.

• Capabilities statements are due no later than 10:00 AM ET on Wednesday, March 11, 2026, submitted via email to tracy.l.mcdonough2.civ@us.navy.mil.

• This notice is NOT a request for competitive quotes, but capabilities statements will be considered.

• A determination to compete the procurement will be made by the Government based on responses.

• Responses must include pricing, FOB point, point of contact, business size, and payment terms.

• Evaluation will be based on Price and Technical Capability/Approach. Technical Capability requires meeting all PWS/SOW requirements and minimum specifications.

• The solicitation does not explicitly state a set-aside. However, it is a sole-source solicitation to American Bureau of Shipping.

• All generated items will be UNCLASSIFIED.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-06 and DFARS DPN 20251110.
