Submission & Evaluation
Offerors must submit quotes in two volumes:
- Volume 1 - Technical Approach: A capability statement, company overview, and details demonstrating how the proposed solution meets the Statement of Requirements (SOR). This volume has a 5-page limit and specific formatting requirements.
- Volume 2 - Price: A firm fixed pricing quote using the quoter's own template, with consideration for additional discounts. The pricing spreadsheet must be unlocked with formulas. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The Technical Approach (Factor 1) will be assessed as acceptable/not acceptable, while Price (Factor 2) will be evaluated for reasonableness. All applicable Federal Acquisition Regulation (FAR) provisions and clauses are incorporated by reference or full text.
