INCIDENT INSPECTIONS AND DETAINEE DEATH REVIEWS

Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR) to conduct market research. ICE is seeking information on potential vendors capable of providing Incident Inspections and Detainee Death Reviews. These services support compliance inspections of detention facilities against various National Detention Standards (NDS, NDIDS, PBNDS, FRS) and administrative reviews of detainee deaths.

• Conducting compliance inspections of ICE detention facilities.

• Performing administrative reviews of all deaths of individuals in ICE custody (Detainee Death Reviews).

• Conducting special and focused reviews as requested by ICE leadership.

• Providing expert operational, analytical, and administrative support to ODO and ERAU inspections and reviews.

• Primarily at ICE detention facilities within continental US (CONUS), Puerto Rico, and outside continental US (OCONUS) locations (e.g., Guam, Virgin Islands, Alaska, Hawaii).

• Remote inspections and reviews may be conducted.

• Vendor administrative functions will be performed at the vendor's workspace; no government workspace will be provided.

Vendors are requested to submit a capability statement addressing the following:

• Capacity to perform all required services in the Draft SOW.

• Similar or previous experience with the outlined work.

• Sufficiency of the Draft SOW for RFQ response.

• Experience in full-time project management of federal, state, or local detention/correctional inspection programs.

• Experience performing annual inspections and death reviews using federal compliance standards.

• Experience providing qualified personnel for detention management to support inspections and death reviews.

• A rough cost estimate for the requirement, detailed by labor category and CLIN (see document for chart).

• This is an RFI only, not an RFQ or a promise to contract.

• No costs incurred in responding will be reimbursed.

• Responses become government property.

• The government may hold one-on-one meetings with vendors based on responses.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for contractor support to the Office of Professional Responsibility (OPR), specifically the Office of Detention Oversight (ODO) and the External Reviews and Analysis Unit (ERAU). The contractor will provide support services for compliance inspections of ICE detention facilities and administrative reviews of detainee deaths.

• Compliance Inspections: Conduct comprehensive reviews of detention facility operational and administrative practices to determine compliance with ICE National Detention Standards (NDS), Non-Dedicated Intergovernmental Standards (NDIDS), Performance-Based National Detention Standards (PBNDS), and Family Residential Standards (FRS).

• Detainee Death Reviews (DDRs): Conduct fact-finding investigations into the circumstances surrounding detainee deaths, reviewing relevant documentation, facility compliance with health care and security standards, and conducting interviews.

• Analytical Support: Provide expert operational, analytical, and administrative support for ODO and ERAU inspections, reviews, and special assignments.

• Period of Performance: Base period of 12 months (including a 2-month transition), followed by four 12-month option periods. The base period is June 1, 2026, through May 31, 2027.

• Place of Performance: Primarily at ICE detention facilities within CONUS, Puerto Rico, and OCONUS locations. Contractor administrative functions will be performed at the contractor's workspace. Remote inspections are permissible.

• Personnel: Requires specific labor categories including Project Managers, Assistant Project Managers, and Subject Matter Experts (Medical, Detention/Corrections, EH&S/Food Service). Key personnel must meet defined experience and qualification requirements.

• Security: All contractor personnel must undergo background investigations and possess active ICE accounts and PIV cards. Non-Disclosure Agreements are required annually.

• Training: Contractor is responsible for providing ICE detention standard training to new personnel and annual refresher training. Government provides initial training on standards.

• Reporting: Deliverables include activity reports, risk analysis, special reports, training certifications, employee lists, management plans, and IT security plans.

• Conflict of Interest: Strict guidelines are in place to avoid conflicts of interest, particularly concerning former federal employees and personnel involved in related ICE contracts.

• Government-Furnished Information (GFI): Contractors must adhere to specified ICE detention standards and policies.
