Purpose

ICE is issuing this RFI to determine the estimated number of interested vendors capable of providing the required services as described in the draft Statement of Work (SOW). The government may use responses for information and planning purposes, including potential future solicitations.

Scope of Work

The contractor will provide support services for the Office of Detention Oversight (ODO) and the External Reviews and Analysis Unit (ERAU). Key services include:

  • Compliance Inspections: Conducting comprehensive reviews of ICE detention facilities to ensure compliance with various National Detention Standards (NDS, NDIDS, PBNDS, FRS).
  • Detainee Death Reviews (DDRs): Performing focused, fact-finding investigations into the circumstances surrounding deaths of individuals in ICE custody.
  • Special and Focused Reviews: Conducting additional reviews as requested by ICE leadership.
  • Analytical Support: Providing expert operational, analytical, and administrative support for ODO and ERAU inspections and reviews.

Contract & Timeline

  • Anticipated Period of Performance (from Draft SOW): A base period of 12 months (including a 2-month transition), followed by four 12-month option periods. The base period is June 1, 2026, through May 31, 2027.
  • Place of Performance: Primarily at ICE detention facilities within continental US (CONUS), Puerto Rico, and outside continental US (OCONUS) locations (e.g., Guam, Virgin Islands, Alaska, Hawaii). Remote inspections are permissible. Contractor administrative functions will be performed at the vendor's workspace.

Response Requirements

Vendors are requested to submit a capability statement (maximum 15 pages) addressing:

  • Capacity to perform all services outlined in the Draft SOW.
  • Similar or previous experience, particularly in full-time project management of federal, state, or local detention/correctional inspection programs, and performing annual inspections/death reviews using federal compliance standards.
  • Experience providing qualified personnel for detention management.
  • Sufficiency of the Draft SOW for a future Request for Quotation (RFQ) response.
  • A rough cost estimate, detailed by labor category and CLIN. Submissions must be in Word or PDF format, emailed to Ejikeme Ezeala (ejikeme.ezeala@ice.dhs.gov), and include a Cover Letter with company and contact information.
