Quick SummaryThe U.S. Army Corps of Engineers, Little Rock District, on behalf of the Defense Health Agency (DHA), is conducting market research for an Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Medical Treatment Facility (MTF) Operations and Maintenance (O&M) Services of Real Property within the Continental United States (CONUS). This is a Sources Sought announcement to gather industry capabilities. Responses are due February 6, 2026.### Purpose & ScopeThis Sources Sought aims to identify qualified and experienced sources for O&M services at DHA MTF locations across CONUS, specifically within AOR 3 and AOR 4. The work encompasses a broad range of services including, but not limited to, service calls, preventive maintenance, inspection, testing, and certification of various building systems (HVAC, medical gas, plumbing, electrical, elevators, fire protection), interior renovation, terrorism/force protection, and exterior site work (utilities, roadways, landscaping). Services will be performed in active healthcare facilities such as hospitals, clinics, medical centers, pharmacies, vivariums, and labs.### Proposed Contract DetailsThe proposed contract will be a competitive firm-fixed-price MATOC, procured using a "Best Value" trade-off process. The initial capacity for the MATOC is estimated at $750 million for AOR 3 & 4 combined. The contract length is anticipated to be up to five years, with individual task orders ranging from $5,000 to $60 million. The primary NAICS code is 561210, Facilities Support Services, with a $47 million size standard, and the PSC is Z1DA, Maintenance of Hospitals and Infirmaries.### Set-Aside & EligibilityThis is a market survey to determine the appropriate set-aside decision. The government highly encourages participation from the Small Business Community, including Small Business, Section 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB). Limitations on Subcontracting (FAR 52.219-14) will apply, restricting non-similarly situated entity subcontracting to 50% of the contract value for services. Prior Government contract work is not required to respond.### Response RequirementsInterested firms must submit responses using the attached Capabilities Survey via email to michelle.m.alcover@usace.army.mil and Marcus.d.mitchell@usace.army.mil. The survey requests company information, business size, statement of interest, bonding capabilities, joint venture/teaming details, and examples of past performance (3-10 CONUS MTF O&M projects as a Prime Contractor in the last five years). All correspondence should reference document number W9127S-25-R-6025.### Anticipated TimelineThe anticipated solicitation issuance date is on or about August 21, 2026, with an estimated proposal due date on or about October 5, 2026.### Important NotesThis is a Sources Sought announcement for market research only; it is not a solicitation, and no contract will be awarded from this synopsis.
