Scope of Work
Services encompass field tasks such as topographic, control, and GPS vertical surveys along levees and other areas. Projects include buildings, locks, dams, levees, revetments, jetties, and dredging. Required services include hydrographic, topographic, construction layout, quantity/measurement, and As-Built surveys, along with establishing Temporary and Permanent Benchmarks to first, second, and third-order accuracy.
Firms must demonstrate in-house capability for:
- Performing surveys using total stations and data collectors, with electronic data transmission.
- Providing GPS Real Time Kinematic (RTK) crews and DGPS Hydrographic crews.
- A minimum of three (3) 3-person survey parties, each with vehicles and land/hydrographic equipment.
- One (1) boat (18' minimum).
- At least three (3) years of surveying experience, including hydrographic surveying of navigable channels.
- A current land surveyor licensed in the State of Louisiana.
Services will be performed within the New Orleans District limits, potentially in remote locations.

Selection Criteria
Evaluation will prioritize the following, in descending order of importance:
- Specialized Experience and Technical Competence: Demonstrated experience (last 5 years) in conventional, GPS (static/RTK), and hydrographic surveys.
- Qualified Personnel: Qualifications of key personnel (LA-licensed Land Surveyors, Survey/CAD/GIS technicians), including education, training, licensing, experience, and longevity.
- Knowledge of Locality: Familiarity with the New Orleans District's area of responsibility and experience in Louisiana.
- Capacity: Ability to perform at least two task orders simultaneously, with the prime performing over 50% of the work.
- Past Performance: Cost control, quality, and schedule compliance on DoD and other contracts.
- Quality Control Plan: Sample outline demonstrating a quality program.
- Safety Plan: Outline and indication of safety performance.
- Geographic Proximity: Location of the firm and survey crews relative to New Orleans District headquarters.
Submission Requirements
Interested firms must submit one electronic copy of SF 330 for the proposed team (prime, JV partners, subcontractors, consultants, free-lance associates). The SF 330 Part I must not exceed 100 pages (including max 50 pages for Section H), using a font size no smaller than 11 point. All evaluation criteria must be addressed. Include the firm's UEI number in SF 330, Block 3b. Firms must be registered in SAM.gov to be eligible for award. Late submissions will not be considered.
