This is a synopsis for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Multi-Discipline Architect-Engineer (A-E) services to support projects primarily within the NAVFAC Mid-Atlantic Marine Corps Area of Responsibility (AOR). The contract will have a five-year term with a total fee not to exceed $249,000,000 and a guaranteed minimum of $5,000. Firm-fixed price task orders will be negotiated. The estimated start date is September 2026.

The scope of work includes a wide range of A-E services for new construction, renovations, repairs, replacements, demolition, alteration, and improvement of military and other governmental facilities. Specific services include:

• Planning Services (DD 1391 development, evaluations, site investigations, cost estimates)
• Interior Space Planning Design and Collateral Equipment Inventories
• Facility Analysis (condition assessment, energy studies, life safety, hazardous materials)
• Field Investigation Services (geotechnical, utility location, site access, environmental sampling)
• Design Services (design-build RFP packages, design-bid-build packages, construction cost estimates)
• Construction Services (design build reviews, field consultation, commissioning, permitting, record documents)

Services may involve asbestos, lead paint, PCBs, contaminated ground-water/soil, work in confined spaces, and on waterfront structures or active airfields. Specialized services for telecommunications, physical security, audio-visual, and collateral equipment may also be required.
