Quick Summary
The Department of the Navy (NAVFAC Washington) is soliciting proposals for a Multiple Award Construction Contract (MACC) for large-scale general construction projects. This Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will cover Design-Build (DB) and Design-Bid-Build (DBB) projects primarily in Washington D.C., Maryland, and Virginia. The total contract capacity is $8 Billion. This is a Full and Open Competition, with a requirement for large businesses to submit a small business subcontracting plan and the government's intent to use Small Business Reserves. Proposals are due May 1, 2026, by 1400 local time.
Scope of Work
The MACC encompasses general building construction, including new construction, demolition, repair, alteration, and renovation of various facilities (administrative, industrial, maintenance, hangars, medical, training, etc.), systems, and infrastructure. The initial seed project, P-691 Phase II, is a Design-Bid-Build project at Naval Air Station Patuxent River, MD, involving a high-bay steel-frame hangar, aircraft parking, and associated infrastructure. A sole-source component for the P-691 project is the Safespill Ignitable Liquid Drainage Floor Assemblies (ILDFA) Fire Suppression System.
