Opportunity Details
The Smithsonian Facilities, Office of Facilities Management and Reliability (OFMR), requires comprehensive maintenance services for chillers from various original equipment manufacturers. The contract will be an IDIQ type, primarily Firm Fixed Price (FFP) with some Time and Materials (T&M) components. The applicable NAICS code is 236220 Commercial and Institutional Building Construction, with a size standard of $45 million.
Scope of Work
The selected contractor(s) will provide:
- Preventive Maintenance (PM): Annual PM for all listed chiller assets, including routine inspections, testing, and repair services. Maintenance plans must be developed using OEM manuals and approved by the COTR.
- Remedial Maintenance (RM): On-demand services to diagnose and repair chiller malfunctions. This includes repair/replacement of components costing less than $2,500 per order, with pre-approval required for work exceeding this threshold.
- Comprehensive Support: Provision of all necessary travel, labor, materials, parts, tools, equipment, and project management. Adherence to industry standards (NFPA-99, OSHA, OEM, ASME/ANSI) is mandatory.
- TRIRIGA System Usage: Mandatory use of the Smithsonian's Computerized Maintenance Management System (CMMS) for all work tasks, including detailed documentation, asset management, and condition assessment. Contractor personnel will receive TRIRIGA training and require iPhones for the handheld application.
Performance Standards
Key performance metrics include:
- Response Times: 2-hour on-site for emergency service, 1-hour return call for service calls, non-emergency service during normal hours or next business day.
- Work Completion: Routine Service Calls (30 days), Urgent (7 days), Emergency (24 hours), Corrective (30 days), PM (prior to due date).
- Warranty: 90-day warranty on parts and labor.

Evaluation
Proposals will be evaluated on a combined technical and cost basis. Award will be made to the responsive, responsible Offeror whose proposal is determined to be the most advantageous to the Government. Bidders must complete a detailed bid sheet outlining costs for annual maintenance, emergency response, labor rates, material markups, and initial evaluations.
Special Requirements
Contractors must provide a primary and secondary Project Manager with at least 5 years of experience, adhere to strict safety and environmental regulations, and obtain Smithsonian Institution security credentials. Compliance with specific procedures for accessing non-public or secured spaces is required. A post-award conference will be held within 30 days of contract award.
