Scope of Work
The procurement seeks services for remedial actions at various contaminated sites, including Superfund National Priority List (NPL), non-NPL, and Base Realignment and Closure (BRAC) sites. Work will comply with regulations such as CERCLA, RCRA, UST, and state-specific requirements. Potential tasks include removal actions, remedial actions, expedited/emergency responses, pilot studies, facility operation/maintenance, munitions response program cleanup, range cleanups (including RSEPA), RCRA closures, site characterizations, hydrographic surveys, sediment/groundwater remediation, UST/AST closure/replacement, and anti-terrorist/force protection (ATFP) hazardous material incident responses.
Contaminants may include solvents, petroleum, oils and lubricants (POLs), metals, acids, bases, reactives, non-explosive ordnance residues, PAHs, PCBs, PFAS, munitions and explosives of concern (MEC), emerging contaminants, pesticides, and G-RAM. These contaminants may be found in soils, sediments, groundwater, air, sludge, surface water, and manmade structures. Work will be performed across the NAVFAC Pacific AOR (Hawaii, Marianas, Northwest, Southwest) and potentially other locations as required.

Evaluation
Award will be made to the offeror proposing the best value to the Government. Technical factors, when combined, are of equal importance to the performance confidence assessment (past performance) rating. All technical factors and the performance confidence assessment, when combined, are significantly more important than cost. Anticipated non-cost evaluation factors include: (1) Corporate and Key Personnel Experience, (2) Safety, and (3) Past Performance.
