Scope of Work
The WOOKIE MACC will cover maintenance, repair, and new construction of buildings, facilities, and base infrastructure, utilizing design/build or bid/build processes. This includes various trades such as demolition, site work, excavation, concrete, masonry, structural steel, electrical, mechanical (HVAC), painting, millwork, and other specialty and general contracting work. Services will be performed at VSFB and its remote locations, including Oak Mountain, Pillar Point Air Force Station, and Naval Base Ventura County. Excluded services are Military Family Housing (MFH) and the Base Water System (BWS).
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) with Firm-Fixed-Price (FFP) task orders.
- Set-Aside: Restricted to 8(a) Program Participants registered under NAICS Code 236220 (Commercial and Institutional Building Construction) with a size standard of $45M.
- Awards: Up to five (5) IDIQ contracts.
- Period of Performance: Five (5) year base period with one (1) two (2) year option period.
- Total Program Value: Not to exceed $525,000,000.00.
- Minimum Guarantee: $2,000.00 per awarded contract.
- Task Order Range: $2,000.00 to $25,000,000.00.
Submission & Evaluation
- Proposal Due Date: March 13, 2025, by 12:00 PM Pacific Time.
- Evaluation Method: Highest Technically Rated Offeror (HTRO) with a Fair and Reasonable Price, in accordance with FAR Part 15 and FAR Part 36. Past performance will not be an evaluation factor; experience evaluations (Sections I, II, and III) will be used instead.
- Submission Requirements: Proposals must be submitted in two volumes: Volume I (Executed Contract Documentation & Price Proposal) and Volume II (Technical). Volume II has an 80-page limit, but project Statements of Work (SOWs) included as an Appendix to Attachment 6 do not count towards this limit.
- Eligibility: Offerors must be active 8(a) participants under NAICS 236220. Joint ventures are permissible but require SBA approval prior to the proposal due date. Offerors must possess an active California General Contractor's License (Class A or B) or demonstrate four years of successful multi-trade construction experience.
- Bonding: Performance and payment bonds are required for all task orders, and bonding capacity is an evaluation factor.
- Proposal Validity: Proposals must remain valid through September 30, 2025.
Amendments & Important Notes
The solicitation has been amended multiple times. Amendment 3 (March 11, 2025) revised the clause and provision set based on Class Deviation 2025-O0003. Amendment 2 (February 28, 2025) clarified Section L and M language, and updated Attachments 5 and 6 regarding bonding capacity and project templates. Amendment 1 (February 19, 2025) updated the Statement of Work and evaluation factors. All RFI responses have been posted, with the final set on February 28, 2025. Funds are not currently available, and award is contingent upon fund availability. Offerors must be registered in SAM.gov and monitor the site for any further amendments.
