Scope of Work
The awarded contractor will provide ongoing support for the maintenance of existing custom-built software applications and a gateway developed by Index Data in 2009. Key tasks include:
- Review and analysis of reported defects and required changes.
- Modification of existing software to correct bug errors.
- Providing technical support for how-to questions and bug fixes.
- Updating the interface to add new database targets as needed. The core applications utilize the Pazpar2 engine, zSQLgate program, Z39.50 SRU/SRW, YAZ Toolkit, and were developed using C/C++, Perl, HTML/JavaScript, and XML.

This is a sole-source procurement under the authority of 41 U.S.C. 3304(a)(l) and FAR 13.106-l(b)(2) / 13.S0l(a) (Only One Responsible Source) and 41 U.S.C. 253(c)(l) and FAR 6.302-l(b)(l)(i) (only one source available, no substitutions possible). Therefore, there is no set-aside designation.
Response & Evaluation
This is a Notice of Intent, not a solicitation. The Government intends to award to Index Data LLC because they custom-built, developed, and implemented the software, and the search engine logic is proprietary. Index Data is identified as the only company currently capable of supporting this technology. All responsible sources that believe they can provide the required services should submit a capability statement via email by the specified deadline. A determination not to compete this requirement, based upon responses, is solely at the Government's discretion.
Additional Notes
Support hours are 8:30 AM – 5:00 PM EST, Monday – Friday, with a 24-business-hour response time. Support is limited to technical how-to questions and bug fixes, not enhancements. All technical staff assigned are considered key personnel. The LOC's OCIO is modernizing the USCO's online registration system, which may present future opportunities for increased competition.
