Purpose & Scope
The primary objective is to clear fallen trees and channel obstructions within a designated recreational segment of the Indian River, specifically between Fish Lake Canoe/Boat launch and 8 Mile Bridge (approximately 30.2 miles). This ensures safe passage for novice to intermediate canoe and kayak paddlers. Work involves clearing trees that have fallen into or across the river, with cuts made flush and approximately 40 inches wide and 40 inches high. Large woody material more than 12 inches below the low water level shall not be removed, and live trees are not to be cut without Forest Service approval.
Contract Details
- Contract Type: Firm-Fixed Price (FFP) Requirements Contract.
- Duration: One (1) base year and four (4) one-year option periods, for a total duration not to exceed five (5) years.
- Base Period: July 1, 2026, to June 30, 2027.
- Option Periods: Each option year is for one year, starting from June 1, 2027, through May 31, 2031.

Key Requirements & Special Conditions
- Obstructions must be cleared to a width and height of approximately 40 inches with flush cuts.
- Chainsaw refueling must occur at least 100 feet from the water's edge, and bio-based bar oil must be used.
- Contractor must immediately report any fuel leaks or spills to the Contract Officer Representative (COR).
- Explosive devices are not permitted.
- The USFS will obtain the necessary EGLE permit; the contractor must carry a copy at all times. The EGLE memo indicates no permit is required for the project as proposed, provided specific conditions are met (e.g., no impact to stream banks/bottom, no sediment release).
- Work should avoid the Lake Sturgeon spawning season (first week of May to fourth week of June).
