Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Individual Assistance (IA), Service Delivery Branch (SDB). FEMA is seeking information on sources that can provide construction cost estimating software utilizing R.S. Means branded data. The goal is to develop and maintain a comprehensive database with unit costs for home repair components across all construction phases, accessible via API protocols. This will support FEMA in establishing accurate repair costs for future Presidential Declarations and providing financial assistance to disaster survivors.

Statement of Work (SOW)

To develop and maintain a comprehensive database of unit costs for home repair components across all phases of residential construction. This data will support FEMA in establishing accurate repair costs for use in future Presidential Declarations and in providing financial assistance to disaster survivors.

• Develop and maintain a database of unit costs for home repair components using R.S. Means data and deliver this data via Application Programming Interface (API) protocols.

• Create a Line-Item Mapping Master, detailing components for each line item cost, including materials, transportation, overhead, profit, labor, and debris disposal. This will include national average costs for moderate and catastrophic construction specifications.

• Develop a Line Item Database for all FIPS CONUS and OCONUS locations, including Tribal Nations and Alaska Regional Areas, to be updated quarterly.

• Data to be delivered electronically to a FEMA secure portal.

• Data to be available using API protocols and updated quarterly.

• Contractor personnel must be qualified and provide continuity of support.

• A Project Manager is required as a key point of contact.

• Section 508 compliance is required for all Information and Communications Technology (ICT) deliverables.

• Base Period: 12 months

• Four 12-month option periods

• Place of Performance: Contractor's facilities.

• No access to classified or sensitive information.

• Attend a Post Award Conference within 15 days of award.

• Establish and maintain a Quality Management Plan (QMP).

• Provide a detailed Section 508 Conformance Test Plan, test results, and Accessibility Conformance Reports (ACRs) for ICT deliverables.

• Government Furnished Resources will be limited to a list of line item descriptions (Attachment A).
