Scope of Interest
PdM SCIE is interested in solutions that provide mitigation across multiple spectral bands and diverse environments (Arid/Desert, Woodland/Jungle, Arctic/Extreme Cold). Specific form factors include:
- Overgarment: Wearable over standard combat uniform.
- Hide Site: Individual, modular shelter for personnel and equipment.
- Headcover: Concealment for head and shoulders.
- Hasty Solution: Lightweight, rapidly deployable concealment.
- Extremity Concealment: Solutions for hands, feet, and weapon systems.
- Exposed Skin: Optional solutions for exposed skin.
General requirements include reducing detection from ground and aerial VIS, IR, and radar sensors, Berry Amendment compliance, ease of use, compatibility with existing equipment, durability, field reparability, minimal impact on soldier load, no audible signature, quick drying, comfort, and breathability. Solutions should also consider future threats like Aided Target Recognition (AiTR), UV, LiDAR, and hyperspectral imaging.
Requested Information
Interested parties should submit a white paper (maximum 20 pages) addressing:
- Company Information: Name, address, website, POC, CAGE Code, UEI, business size, socioeconomic status, company background, and Berry Amendment compliance.
- Capabilities & Technical Specifications: Detailed product descriptions for each form factor, camouflage patterns, optimized environments, signature management performance data (VIS, NIR, SWIR, MWIR, LWIR, Radar), physical properties (weight, tensile strength, MVTR, drying rate), size characteristics, Technology Readiness Level (TRL), Manufacturing Readiness Level (MRL), and information on Tactics, Techniques, and Procedures (TTPs) and training.
- Manufacturing & Cost: Current monthly/annual production capacity, scalability, and Rough Order of Magnitude (ROM) pricing for individual items and annual procurements of 5,000, 10,000, and 20,000 units.
Product Demonstration Models (PDM)
Optional PDM submissions are accepted for internal evaluation and SME assessment. Vendors may submit 1-3 PDMs per capability form factor. All costs, including shipping, are the vendor's responsibility, and PDMs become Government property. PDMs must be received by June 30, 2026, at the provided address in Ft Belvoir, VA, with specific exterior and interior labeling.
