Justification and Approval for Other Than Full and Open Competition

This document justifies and seeks approval for a sole-source, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract as a follow-on to contract 47QSCC20D0010. The action is being approved under FAR 6.103-1(a) (GSA Class Deviation RFO 2025-06), citing that only one responsible source can satisfy agency requirements.

• The contractor, LC Industries Inc., is required to provide a total supply chain solution in the Republic of Korea (ROK).

• This includes sourcing, procuring, warehousing, transporting, and delivering commercially available items (e.g., office supplies, janitorial supplies) within 3 business days of order receipt.

• Items must conform to National Stock Number (NSN) specifications. Mandatory sources for certain items include AbilityOne and UNICOR.

• Other items must be Trade Agreements Act (TAA) compliant.

• Transportation services include meeting installation security requirements, fulfilling orders via GSA's Order Management Services (OMS) system, and adhering to Electronic Data Interchange (EDI) requirements.

• Packaging, packing, marking, labeling, and handling of dangerous goods/hazardous materials are also required.

• The current contract (47QSCC20D0010) has been extended through February 11, 2026.

• The proposed follow-on contract will have a six-month base period (February 12, 2026 - August 11, 2026) and two three-month optional periods, potentially extending through February 11, 2027.

• This document is a Justification and Approval (J&A) for sole-source action, not a solicitation for proposals.

• A separate recompete for this requirement is underway under solicitation number 47QSCC25R0023, with a proposal submission deadline extended to December 8, 2025.

• This specific action is justified for sole-source award due to unique capabilities and the need for uninterrupted service during the transition period of the recompete.

• The purpose of this sole-source extension is to ensure continuous service while the full and open competition recompete is finalized.

• Market research indicates that a new contractor would require approximately 120 days to ramp up for performance, necessitating this bridge contract.

• Loss of this support would severely impact GSA's ability to deliver supplies and negatively impact customers' military operations.
