• Sealer Material: For the thermal spray repair, the government directs the use of "METCO AP" sealant or an equivalent sealant. This is based on past performance at Norfolk Naval Shipyard (NNSY) using UIPI 0074-903 and Thermal Spray Application Procedure Data Sheet Appendix #7, which specified METCO 444 on Stainless Steel.
• Technical Factor 1 (Alternative Responses): Contractors should include relevant specifications and qualifications demonstrating "similar thermal spray work" for other federal agencies. The evaluation will consider the contractor's thermal spray facility, quality assurance program, and procedures used in support of those services. This does not pertain to SUBSAFE work. Technical Evaluation will compare provided data against T9074-AA-GIB-010/1687 requirements.
• NAVSEA Certification: Requests to obtain NAVSEA Certification to T9074-AA-GIB-010/1687 are considered valid at any time and are not dependent on an active procurement.

Statement of Work (SOW)

To provide commercial thermal spray surface deposition repair services to restore the Induction Mast Standpipe outer surface of the SSBN 737 USS Kentucky, which has experienced wear and corrosion.

• Perform thermal spray repair services on the Induction Mast Standpipe.

• The contractor shall provide all necessary personnel, facilities, equipment, supplies, transportation, tools, materials, and supervision.

• The Induction Mast Standpipe will be removed from the ship and sent to the contractor's facility for repair.

• The contractor must protect the Standpipe from damage and avoid permanent markings.

• Specific attention is required for the O-ring groove and adjacent sealing surfaces.

• Pre-machine the repair area to specified dimensions and apply thermal spray coating (INCONEL 625 or METCO 444).

• Final machine the repaired area to specified dimensions and apply sealant.

• Ensure the Standpipe is clean and free of industrial residue and debris before return shipping.

• Thermal spray entities must be certified by NAVSEA.

• Contractor's thermal spray facility, quality assurance program, and processes must be previously NAVSEA certified.

• Weekly progress reports are required if the Standpipe is at the contractor's facility for more than three workdays.

• A Thermal Spray Record Form must be completed during the repair.

• A Conditions Found Report must be submitted within three days of receipt.

• Delivery drivers to NBK-Bangor require proof of US citizenship for temporary badging.
