• Services are not subject to the World Trade Organization Government Procurement Agreement or Free Trade Agreement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the 628th Civil Engineer Squadron (CES) at Joint Base Charleston, South Carolina, with inspection, preventive maintenance, and repair services for various Industrial Specialty Doors.

• Perform Preventative Maintenance and Inspection (PMI) and Repair Services for industrial specialty doors as identified in Appendices A and B.

• Provide all necessary management, tools, supplies, equipment, labor, transportation, and supervision.

• Emphasize safety and customer service, encouraging innovative and cost-effective approaches.

• Includes a contractor Limit of Liability (LOL) for repairs and service calls.

• Preventive Maintenance and Inspection (PMI): 95% of PMI performed on time.

• Repairs: 95% of repairs made within the identified Period of Performance (POP) and PWS requirements.

• Service Call Response Time: Routine calls within 24 hours (90% of the time); Emergency calls within 2 hours (100% of the time).

• Deliverables: 90% of deliverables accurate and submitted on time.

• Services to be performed at Joint Base Charleston, South Carolina.

• Normal base hours are 7:00 AM to 4:30 PM, Monday through Friday. Services are not required on Federal Holidays.

• Standards: Adherence to OSHA, USACE EM-385-1-1, AFMAN 91-203, NFPA 80, and DASMA standards.

• PMI Schedule: Annual inspection schedule due within 15 days of contract award.

• PMI Reports: Submitted electronically within five business days of completion.

• Service Calls/Repairs: Routine calls responded to within one business day. Emergency calls require response within two hours for critical issues.

• Limit of Liability (LOL): $1,000 for labor, material, and rental equipment for repairs.

• Written Contractor Quote: Required for repairs exceeding the LOL, submitted within five working days for routine repairs and 48 hours for emergency repairs.

• Contractor Warranty: All repairs warranted per manufacturer's standard commercial warranty.

• Installation Security: Obtain base identification and vehicle passes, comply with security regulations, and complete Level 1 AT Awareness training.

• Safety: Comply with all safety regulations, maintain a Health and Safety plan, and manage hazardous materials appropriately.
