1.0 Description
The Portsmouth Naval Shipyard is seeking information on sources capable of providing industrial finishing services for newly fabricated, Government-Furnished millwork, cabinet components, furniture, and related items. The purpose of this Request for Information (RFI) is to conduct market research to determine the availability and adequacy of potential business sources prior to determining the acquisition strategy and method of acquisition.
This is not a solicitation, and a contract will not be awarded from this announcement.
2.0 Scope of Work
The requirement is for a contractor to provide all necessary labor, materials, equipment, and facilities to apply a factory-grade finish to new, unfinished wood furniture and millwork. A more detailed description of the requirement is located in the attached Draft Statement of Work (SOW). All work shall be performed at the contractor's facility.
3.0 Urgency of Requirement
The Government has an urgent need for these finishing services to complete critical projects. The finished items are required back at the shipyard as soon as possible. Responses to this RFI will help the Government understand realistic turnaround times within the industry.
4.0 Draft Statement of Work
Attached to this RFI is a Draft Statement of Work (SOW) that describes the current anticipated requirement. This SOW is for market research and planning purposes only and is subject to change. The Government is not bound by the contents of this Draft SOW. All interested parties are encouraged to review the Draft SOW in its entirety before responding to this RFI.
5.0 Information Requested from Interested Parties
Interested parties who believe they are capable of performing the services described are requested to respond to this RFI with a capabilities statement. Please limit your response to no more than seven (7) pages. Your response should, at a minimum, include the information requested in subsections 1 through 6 below.
- Company Information: Company Name, Address, Point of Contact (Name, Email, Phone), CAGE Code, and Unique Entity ID (UEI) from SAM.gov.
- Business Size and Socio-Economic Status: Identify your business size under NAICS code 339999 and specify any applicable socio-economic statuses (e.g., 8(a), HUBZone, SDVOSB, WOSB).
- Capability Narrative: A brief description of your company's experience with services of a similar scope and complexity, including at least two (2) examples of relevant past performance from the last three (3) years.
- Facilities and Equipment: A description of your facility and key equipment used for finishing.
- Estimated Turnaround Time: Based on the Draft SOW, provide an estimated turnaround time for a representative lot of furniture.
- Feedback on Draft SOW: Provide any feedback on the Draft SOW. Comments regarding clarity, technical feasibility, industry best practices, potential cost drivers, or unrealistic requirements are highly encouraged.
6.0 Questions Regarding this RFI

- The deadline for submission of all questions is 12/23/2025 at 5:00 PM EST.
- All questions will be answered in a formal Question & Answer (Q&A) document, which will be posted as an amendment to this notice on SAM.gov.
- Questions will be answered in a consolidated format and will not identify the source of the inquiry. The Government will not provide individual responses to questions.
