Statement of Work (SOW) / Performance Work Statement (PWS)

• Environmental responsibility is a key component, requiring compliance with all applicable federal, state, and local laws concerning Environmental Compliance and Pollution Prevention.

• The contractor must manage hazardous materials, including maintaining Material Safety Data Sheets (MSDS/SDS), proper handling, packaging, and labeling.

• Hazardous waste disposal must be conducted through the Hazardous Waste Processing Facility (HWPF) in accordance with established plans.

• Spill prevention and response procedures are detailed, requiring immediate notification and containment of any spills.

• The PWS specifies requirements for short interval and long interval cleanings, including coordination, scheduling, and performance standards.

Re-performance must occur within 7 days of notification or an agreed-upon timeframe.

• Services are to be performed at the Warner Robins Air Logistics Complex (WR-ALC), Robins Air Force Base, GA.

• Specific work hours are detailed, including a standard shift from 12:00 am to 6:00 pm, Monday through Sunday, with provisions for swing and owl shifts.

• The contractor must appoint an Environmental Management Point of Contact (POC).

• Employees must be visibly identifiable as contractors and wear appropriate uniforms and safety clothing.

• The contractor must develop and maintain training records for all personnel, ensuring proficiency in safety, hazardous materials, RCRA, HAZWOPER, and OSHA standards.

Sources Sought Synopsis

This document is a market survey to identify potential sources capable of performing Industrial Process Waste Cleaning (IPW) for Aircraft Industrial Plant equipment and facilities at Robins AFB, GA. The services are part of regular preventive maintenance for equipment used in aircraft programmed depot maintenance operations. The government is considering a five-year service contract.

Services include cleaning of various industrial equipment such as paint facilities, plating and rinse tanks, degreasers, sanding booths, robotic equipment, metal band saws, trench drains, storm drains, floor recovery systems, vacuum systems, grit blast systems, parts cleaners, air flow tunnels, vent plenum drain screens, stripping bays, water wash grinding booths, and dust collectors. Many processes generate hazardous residue and waste, requiring proper containment, packaging, labeling, and transportation to the Hazardous Waste Processing Facility on Robins AFB, GA. Specific tasks may include filter change-outs, chemical tank charging, extraction, cleaning, and wiping of residues.

A five-year service contract is contemplated, consisting of a basic year plus four one-year option periods.

Interested parties should provide documentation supporting their company's capability. A Contractor Capability Survey is included, requiring information on business details (Part I) and general/commercial capabilities (Part II). No set-aside decision has been made. Small businesses are encouraged to respond and should indicate any teaming/partnership/joint venture/subcontracting arrangements if they do not possess full capability. They should also identify work areas that could be broken out for Small Business. Both large and small businesses, as well as joint ventures or teaming arrangements, are encouraged to participate.
