Sources Sought / Market Survey

Commander, Fleet Readiness Centers, Procurement Group, Patuxent River, MD, is conducting a market survey to identify potential vendors for Industrial Process Water Treatment Supplies. This is in support of Fleet Readiness Center Southeast (FRCSE) in Jacksonville, FL, which reworks, repairs, and overhauls aircraft, engines, and components, generating hazardous industrial process water requiring treatment.

• The contractor shall provide all personnel, equipment, tank supplies, transportation, materials, and supervision necessary to deliver activated resins in appropriate vessels.

• The Government will be responsible for the hookup, installation of the vessel, and all plant operations.

• The contractor is not authorized to install or place portable vessels in service.

• Requirements are detailed in the attached Statement of Work (SOW).

• Anticipated Contract Type: Firm Fixed Price Blanket Purchase Agreement (BPA).

• Estimated Period of Performance (PoP): June 1, 2026 - May 31, 2031.

• Place of Performance: Jacksonville, FL (100% on-site Government, 0% off-site Contractor).

• An existing BPA (N6883621A0003) is held by Evoqua Water Technologies LLC.

• This is a Sources Sought notice, not a Request for Proposal (RFP). No proposals are being accepted at this time.

• Responses are voluntary and will not be paid for by the Government.

• Interested parties must respond to specific questions regarding business size, SBA certifications, in-house performance percentage, financial/resource adequacy, and experience/capability to manufacture, test, and deliver water treatment supplies as per the SOW.

• Submission Deadline for Questions 1-4: February 4, 2026, at 02:00 PM.

• Vendors must identify their business size and SBA subcategory (SB, 8(a), SDB, WOSB, HUBZone, VOSB, SDVOSB).

• Small businesses must confirm they can meet the requirement that at least 50 percent of the total contract cost is performed by the small business prime contractor or similar entities.

• This notice does not commit the Government to a contract. Monitoring SAM.gov for a future RFP is the responsibility of potential offerors.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Industrial Process Water Treatment Supplies and Services for the Fleet Readiness Center Southeast (FRCSE). The contractor will provide necessary personnel, equipment, supplies, transportation, materials, and supervision to deliver activated resins in appropriate vessels. The government is responsible for the actual hookup, installation, and plant operations.

• Core Service: Provide activated resins contained within appropriate vessels for industrial process water treatment.

• FRCSE Operations: FRCSE reworks, repairs, and overhauls aircraft, engines, and components, generating hazardous industrial process water requiring treatment for discharge or reuse as Non-Potable Water (NPW).

• Treatment Processes: The SOW details specific treatment needs for Buildings 780, 794, and 799, involving ion exchange (IEX) and granular activated carbon (GAC) technologies for various contaminants including RCRA Metals, hexavalent chromium, complex cyanide, and for producing NPW and ASTM IV water.

• Deliverables: Includes delivery, pickup, and disposal of carbon and ion exchange resin tanks. Starting quantities must match current configurations plus spares.

• Delivery Timeframes: Standard orders require delivery within 10 calendar days of BPA call. Emergency orders require delivery within 72 hours (3 business days).

• Water Quality: Effluent conductivity for waterjet and EDM coolant treatment must be less than 125 micro-Siemens per cubic centimeter (µS/cm³).

• Compliance: Adherence to all Resource Conservation and Recovery Act (RCRA) regulations during the provision of supplies is mandatory.

• Period of Performance: Five (5) years, from March 1, 2026, to February 28, 2031.

• Place of Performance: NAS Jacksonville, FL, specifically at FRCSE Industrial wastewater treatment plants and adjacent buildings.

• Security: Refer to FRCSE Work Restriction (Attachment 5).

• Hours of Operations: Contractor must conduct business between 6:00 AM and 2:30 PM, Monday through Friday, excluding federal holidays.

• Transportation & Disposal: Contractor is responsible for transport, disposal, or regeneration of spent media in accordance with RCRA and DOT regulations. Hazardous waste manifests are required.

• Vessel Compatibility: All configurations must be compatible with current connection configurations (Attachment 3).

• Emergency Replacements: Contractor must provide emergency replacements within 72 hours.

• No Rental Fee: No monthly rental fee will be charged for vessels.
