The MPTA Support Services require scientific, technical, analytical, marketing, and IT support for the Defense Testing and Assessment Center (DTAC) within the Defense Personnel Analytics Center (DPAC). This includes supporting the Enlistment Testing Program (ETP) and Career Exploration Program (CEP), as well as new DoD personnel programs, research, and studies related to force readiness and personnel policies. Key areas of support include:

  • Development and administration of the Armed Services Vocational Aptitude Battery (ASVAB).
  • Development and computer delivery of language aptitude and proficiency tests.
  • Research and development for ETP and ASVAB CEP improvements.
  • Development and maintenance of software and systems for Computer-based Testing (CBT), including Computerized Adaptive Testing (CAT) systems and cloud computing services.
  • Development of non-cognitive assessments and program information websites.
  • Evaluation of armed forces readiness and representation, and recruiting-related initiatives.
  • Psychometric analyses of selection, classification, and proficiency tests.
  • Development of test items and forms for military compatibility, aptitude, and proficiency tests.
  • Evaluation of test security and administration of psychological measurement instruments.
  • Research on new test items, constructs, and methodologies.
  • IT support for research efforts and analysis of geographic and demographic data files.

Place of Performance

Contractor shall provide program and project management support, including a Program Manager (PM). Deliverables include Project Start, Kick-Off Meeting Slides, Monthly Status Reports, Senior Management Reviews, Project Management Plans, Quality Control Plans, Trip Reports, Transition Plans, and Technical Reports. Key personnel designations are required, including a Managing Director. Personnel require unclassified access to DoD networks and IT systems, DoD credentials (CAC), and a Tier 3 background investigation.
