Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Manpower Personnel Testing Analysis (MPTA) Support Services. The primary objective is to provide scientific, technical, analytical, marketing, and IT support services for the Defense Testing and Assessment Center (DTAC) within the Defense Personnel Analytics Center (DPAC). These services will support the Enlistment Testing Program (ETP) and Career Exploration Program (CEP), as well as new DoD personnel programs, research, and studies related to force readiness and personnel policies.

The contractor will support DTAC's mission, which includes research, development, and evaluation of various testing and assessment programs. Key areas of support include:

• Development and administration of the Armed Services Vocational Aptitude Battery (ASVAB) in all modes.

• Development and computer delivery of language aptitude and proficiency tests.

• Research and development for ETP and ASVAB CEP improvements.

• Development and maintenance of software and systems for Computer-based Testing (CBT), including Computerized Adaptive Testing (CAT) systems.

• Development and maintenance of cloud computing services for test delivery and website hosting.

• Development of non-cognitive assessments.

• Development and maintenance of websites for program information and marketing.

• Evaluation of armed forces readiness and representation.

• Development and evaluation of recruiting-related initiatives.

• Conducting psychometric analyses of selection, classification, and proficiency tests.

• Developing test items and forms for military compatibility, aptitude, and proficiency tests.

• Evaluating test security and administering psychological measurement instruments.

• Conducting research on new types of test items, constructs, and methodologies.

• Providing IT support for research efforts.

• Conducting analysis and studies of geographic and demographic data files.

• Period of Performance: As stated in the solicitation/contract.

• Place of Performance: Primarily at the contractor's facility, with some IT and test development work potentially performed at the Government site (DoD Center, 400 Gigling Road, Seaside, CA 93955-6771).

• Hours of Operation: Contractor shall ensure support during local core hours of 0830-1700, Monday through Friday, excluding Government holidays.

• Program Management: Contractor shall provide program and project management support, including identifying a Program Manager (PM).

• Deliverables: Includes Project Start, Kick-Off Meeting Slides, Monthly Status Reports, Senior Management Reviews, Project Management Plans (Draft and Final), Quality Control Plans (Draft and Final), Trip Reports, Transition Plans, and Technical Reports, among others.

• Key Personnel: Minimum key personnel designations are required, including a Managing Director.

• Security: Personnel require unclassified access to DoD networks and IT systems, and must obtain DoD credentials (CAC). Tier 3 background investigation is required for noncritical-sensitive positions.

• Use of Human Subjects: Strict adherence to regulations regarding informed consent and protection of human subjects is required for any research involving human participants.

• Contractor Facilities: Contractor is responsible for off-post facilities; on-site support will generally be at Government facilities.

• Government Property/Information: Contractor must protect and not disclose Government information. All materials developed are Government property.

• Cybersecurity: Compliance with DoD cybersecurity policies, standards, and architectures is mandatory, including adherence to Risk Management Framework (RMF) and specific security technical implementation guides (STIGs).
