Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), supporting the U.S. Coast Guard (USCG), is hosting an Industry Day for the USCGC STORIS Homeport Recapitalization Project in Juneau, Alaska. This event will provide an overview of a significant Design-Build (DB) project, estimated at $125M–$200M, to modernize waterfront infrastructure. Interested parties must RSVP by May 27, 2026.
Purpose of Industry Day
This Industry Day aims to:
- Provide a high-level overview of the project scope and objectives.
- Highlight key technical challenges and execution considerations.
- Offer industry insight into site conditions and operational constraints.
- Support market awareness in advance of the formal solicitation.
- Provide a site walk for potential design/build contractors.
Project Overview
The Government plans a Design-Build project to recapitalize and modernize the waterfront infrastructure at USCG Station Juneau. This is to support the homeporting of USCGC STORIS and visiting cutter classes. The goal is to deliver a resilient, mission-ready waterfront facility for Coast Guard operations in the Arctic and Alaska region. Contract award is currently projected for FY26 (Q4).
Scope Overview (High-Level)
The project generally includes the Design-Build recapitalization of existing waterfront and supporting infrastructure, such as:
- Demolition of aging waterfront wharf and support facilities.
- Construction of a new wharf for at least one cutter berth.
- Construction of a new floating pier system for multiple cutter berths.
- Fender systems and mooring infrastructure.
- Shore power and electrical system upgrades.
- Potable water, sewer, fire protection, and communications systems.
- Backup power and site-wide utility distribution.
- Civil/site improvements. Optional work may include MWD building renovations, a covered floating small boat facility, additional building renovations, and dredging.
Key Technical Considerations
Significant technical and logistical challenges include:
- Extreme tidal variation (>25 feet) and 100 MPH localized Taku wind events.
- High seismic design requirements and cold-region construction/corrosion exposure.
- Heavy cutter berthing and mooring loads.
- Maintaining continuous USCG operations during construction at an active, 24/7 operational site.
- Requirements for temporary utilities, access, and mooring systems.
- Marine logistics, seasonal work windows, and environmental permitting.
