Quick Summary

The Army Contracting Command – New Jersey, on behalf of PM Soldier Lethality, is conducting market research through this Sources Sought to identify potential sources and industry technologies for the MK19 40MM MOD 3 and MOD 4 Grenade Machine Guns (GMG), including spare parts kits, barrel assemblies, special tools/gauges, and contractor operator/maintainer training. This notice will help determine the method of procurement, potentially leading to a small business set-aside or full and open competition. Responses are due by January 30, 2026, at 04:00 p.m. EST.

Scope of Work

The government requires capabilities for fabrication, in-process inspection, First Article Testing, ongoing Lot Acceptance Tests, and delivery of the weapon system according to the Government Technical Data Package (TDP) and Military Specification. This includes assessing the state-of-the-art in technology for manufacturing the MK19 40MM MOD3 and/or MOD4 GMG. Potential sources should also provide government-defined special tools and gauges, spare part kits, and spare barrel assemblies. Additionally, contractors must develop a concise training scope for contractor-led operator and maintainer training for Foreign Military Sales (FMS), potentially conducted in CONUS and OCONUS locations.

Anticipated production includes First Article Sample submission 270 days after contract award, with monthly production deliveries commencing 60 days after approval, ramping from 75-130 units per month (MK19 MOD3/MOD4 combination). Spare Parts Kit deliveries are 40-60 per month, and Barrel Assembly deliveries are 20-40 per month. Maximum production capacity may reach 175 units per month.

Submission Requirements

Respondents must provide a brief, no more than 5-page, capabilities statement package demonstrating their ability to provide the listed products. This should include a description of production capability and quality assurance plan (e.g., previous MK19 manufacturing, cold rotary swaging/forging availability, current monthly sustainable production rate, lead times, additional resources for higher rates, key tooling/equipment, production of similar items, and ISO 9001:2008 compliance). Rough pricing indications are also requested. Submissions should be in Microsoft Word or PDF format.
