Statement of Work (SOW) / Performance Work Statement (PWS)

  • Location #2: Mt. Whitney Ranger Station Administrative Site, Lone Pine, CA (2 buildings: ranger district offices and training room).
  • Location #3: Mt. Whitney Eastern Sierra Visitor Center, Lone Pine, CA (2 buildings: visitor center and restroom building).

• Contractor Responsibility: Provide all necessary equipment, supplies, transportation, labor, and supervision.

• Performance-Based: Contract requirements are expressed as minimum quality standards.

• Evaluation: Based on "Required Results" for each task, documented via check-off sheets, inspections, customer surveys, and complaint records.

• Acceptability: Determined by Government visual inspections showing acceptable performance.

• Security: Contractor responsible for securing premises, ensuring doors/windows are locked, and exterior lights are on upon departure.

• Identification: Employees must wear a standardized company uniform or ID badge.

• Subcontracting: Requires Contracting Officer approval.

• Pre-work Conference: Required before work begins, unless waived by the Contracting Officer.

• Payment: Monthly via Invoice Processing Platform (IPP) for acceptable work. Deductions may apply for deficiencies.

Solicitation / RFP / RFQ

This solicitation is for janitorial services for the Inyo National Forest, specifically at the White Mountain Ranger Station & Visitor Center, Mount Whitney Ranger Station Administrative Site, and the Mt. • Evaluation will be based on the lowest price technically acceptable criteria.

• Technical Acceptability will be rated "acceptable" or "unacceptable" based on the offeror's ability to meet requirements and demonstrate understanding.

• Offerors must provide an explanation of their ability to perform services, estimated hours per visit, and a Quality Control Program (QCP).

• Past Performance will be evaluated based on five (5) relevant contracts from the past five (5) years for the offeror, teaming partners, and critical subcontractors.

• Offerors must hold prices firm for 90 calendar days from the specified receipt date.

• Quotes are due by 5:00 PM Pacific Daylight Time on June 4, 2026.

• The acquisition is set aside 100% for Small Business.

• NAICS Code: 561720 (Cleaning Services).

• A site visit is scheduled for May 26, 2026, at 12:00 PM Pacific Daylight Savings Time at the Easter Sierra Visitor Center.
