Sources Sought Notice

This notice is issued by the Department of War (DoW), Washington Headquarters Services (WHS) Acquisition Directorate (AD) for market research purposes. The WHS Executive Services Directorate (ESD) is seeking information on qualified businesses capable of providing Information Management and Information Access Support Services. This notice is not a Request for Proposal (RFP) and does not obligate the government to award a contract.

The services required include, but are not limited to:

• Directorate Operations and Mission Support A Draft Performance Work Statement (PWS) is attached for detailed requirements.

• The acquisition has an estimated IDIQ ceiling dollar value range of $125,000,000.00 - $150,000,000.00.

• NAICS Code: 541611 - Administrative Management and General Management Consulting Services.

• Small Business size standard: $24.5 million.

• Interested parties should submit a tailored capabilities statement electronically by 11:00 AM EST on July 1, 2026.

• Capabilities statements should focus on similar work performed, not marketing materials.

• Respondents are also encouraged to provide comments on the draft PWS.

• The government is seeking interest from "all" sources, including Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Economically Disadvantaged Women-owned Small Businesses.

• Respondents should clarify their approach to small business participation.

• The contractor must possess an active Top Secret Facility Security Clearance (FCL) with Top Secret safeguarding, accredited for storage of Sensitive Compartmented Information (SCI).

• The contractor must have an IT network certified by the Defense Counterintelligence Security Agency (DCSA) and Sensitive Compartmented Information Facility (SCIF) accreditation by the Defense Intelligence Agency (DIA).

• Work will be performed at Government and Contractor facilities within the National Capital Region (NCR).

• Contractor facilities must be located within a 30-mile radius of the Pentagon.

• The government will not reimburse respondents for any costs incurred in preparing a response.

• All submissions become Government property and will not be returned.

• Proprietary information and trade secrets shall NOT be submitted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Information Management and Information Access Operations Services to the Washington Headquarters Services (WHS) – Executive Services Directorate (ESD).

The contractor will support the implementation, assessment, compliance, and reporting of various Federal government programs related to information management, declassification, Freedom of Information Act (FOIA)/Privacy Act (PA) requests, records management, and correspondence management. Key tasks include:

• Directorate Operations and Mission Support
• Automatic/Systematic Declassification Program Support
• Mandatory Declassification Review (MDR) and Foreign Relations of the United States (FRUS) Program Support
• Freedom of Information Act/Privacy Act (FOIA/PA) Program Support
• Pre-Publication and Security Review
• Records and Information Management
• Information Collections
• Issuances Processing and Compliance
• Forms Development and Management
• Correspondence Management
• Graphics Development
• SharePoint Support
• Technological Solutions (COTS/GOTS)

Performance will be evaluated in accordance with a Quality Assurance Surveillance Plan (QASP). The contractor must develop and maintain a Quality Control Program (QCP) to ensure services meet contract requirements. Specific performance requirements will be detailed in Technical Exhibit 1.

• Period of Performance: Five-year ordering period from February 17, 2027, to February 16, 2032.

• Contract Type: Indefinite Delivery - Indefinite Quantity (IDIQ).

• Place of Performance: Government and Contractor facilities within the National Capital Region (NCR), including locations such as the Pentagon, Mark Center, National Declassification Center, and potentially other designated areas. Contractor facilities must be located within 30 miles of the Pentagon.

• Security: Contractor must possess an active Top Secret Facility Security Clearance (FCL) with Top Secret safeguarding, accredited for storage of Sensitive Compartmented Information (SCI) at the time of proposal submission and maintain it throughout the contract. This includes specific facility features and network certifications.

• Personnel: Key personnel qualifications will be identified in task orders. Contractor employees must identify their status to avoid misrepresentation.

• Records Management: Strict adherence to Federal and Agency records management policies, including those related to the Privacy Act, is required. Records must be managed according to specific laws and regulations.

• Travel: Contractor travel may be required and will be reimbursed according to FAR 31.205-46. Local travel within a 50-mile radius of the NCR is not reimbursable.

• Government Furnished Property/Equipment: The Government will provide necessary workspace, utilities, equipment, and materials.

• Contractor Furnished Items: The Contractor shall provide all other necessary personnel, equipment, supplies, facilities, transportation, tools, and materials not provided by the Government.

• Conflict of Interest: Contractors must identify and mitigate any Organizational Conflicts of Interest (OCI).
