Evaluation
Award will be based on "Technically Acceptable" and Price, following a Best Value approach. The government will first evaluate the lowest-priced offeror for technical acceptability. If that offer is technically unacceptable, the next lowest-priced offer will be evaluated. Offerors must agree to hold prices firm for 60 calendar days from the receipt of offers.
