Quick Summary

The Department of the Air Force is soliciting proposals for 500 units of Infrared Hybrid Blue/Red Light wearable personal safety lights. This is a Total Small Business Set-Aside for a Firm Fixed-Price contract, with an estimated value of $55,000.00. The required devices must meet specific salient characteristics, identified as the Guardian Angel Elite Series or equal. Proposals are due May 14, 2026, at 02:00 PM PST.

Scope of Work

The Government requires commercial-off-the-shelf (COTS) wearable personal safety lights that provide both conspicuity and task-related illumination. Key requirements include:

  • 360-degree visibility up to 5 miles.
  • Forward-facing work light and independent light controls.
  • Multiple user-selectable color combinations (up to 20, including red, white, blue, SOS, and flashing red/blue emergency modes).
  • Different brightness settings.
  • Waterproof, dustproof, and shockproof design.
  • Quick & Secure Magnet Mounting System and a hard mounting option with screws and tether.
  • Long-lasting rechargeable battery with fast charging capability. The preferred model is the Elite Red/Blue series for Law Enforcement, and the infrared (IR) feature is not a mandatory specification for the "Hybrid" Elite version. An additional device tether can be included at no charge.

Submission & Evaluation

  1. Part I - Price Quote: Using SF 1449.
  2. Part II - Technical Submission: Not to exceed five pages, demonstrating how the offered product meets or exceeds salient characteristics. Evaluation will be based on "Technically Acceptable" and Price, with the Government awarding to the responsible Offeror whose offer is most advantageous (Best Value). The lowest-priced offer will be evaluated first for technical acceptability.

Additional Notes

This requirement is restricted to the Guardian Angel brand name or equal salient characteristics. Initial market research via GSA eBuy yielded no quotes, but subsequent open-market research identified capable vendors. An ombudsman is available for concerns. Shipping for 500 units likely does not require a liftgate, but an appointment is necessary for non-UPS/standard deliveries, and base access requires a valid California ID.
