Quick Summary

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is conducting market research via a Sources Sought notice for an INL Colombia Barrier System. This initiative aims to identify qualified sources for Hesco Bastion MIL-8 units (or equivalent) and shipping containers to support INL's Rural Security Programs in Colombia. Responses are due by March 17, 2026, at 3:00 PM EST.

Scope of Work

INL Bogota's Base Security Program seeks to purchase 300 MIL-8 Original Hesco Bastion units (4'6" H x 4'W x 32'L, NSN: 5680-99-335-4902) or equivalent, along with 5 used 40' high cube shipping containers. These barriers will enhance security for Colombian National Police (CNP) stations and rural bases. All equipment must be new, in original packaging, covered by a manufacturer's warranty (minimum 5 years), and procured via an approved distribution channel.

Delivery & Logistics

For non-US providers, delivery is required within 90 days of award to San Luis (Tolima), Colombia. US-based providers must deliver within 90 days of award to INL's freight forwarder in Miami, FL. The contractor is responsible for proper packing, consolidation, and replacement of damaged/lost items. Export approvals, material data safety sheets, licenses, and ITAR compliance are mandatory. The U.S. Government will assist with customs clearance and tax exemptions in Colombia.
