Justification for Other Than Full and Open Competition

Statement of Work (SOW)

To support the Colombian Navy in implementing an AI server-based architecture system to enhance interdiction capabilities against cocaine smuggling via riverine corridors.

This SOW details the procurement of AI-powered server hardware, software, and associated infrastructure. Key components include:

• AI-Powered Servers: Dell PowerEdge XE9680 with NVIDIA HGX H200 GPUs, or Dell PowerEdge R7625 with AMD MI210 GPUs.

• Infrastructure: A new 60 KVA Uninterrupted Power Supply (UPS) system, including automatic transfer switches, battery banks, and UPS panels.

• Software & Licenses: NVIDIA AI Enterprise Essentials Subscription, NVIDIA AI Enterprise 24x7 Support, Red Hat Enterprise Linux Server (Premium), and Red Hat System Administration I Virtual Training.

• Workstations & Monitors: Dell Pro Max 16 Plus laptops, Dell Pro Max Tower T2 workstations, and Dell 34 Plus USB-C monitors.

• Networking: Dell Networking cables and transceivers.

• Training: PowerEdge Training Plan for participants.

• All equipment must operate as a compatible system.

• Government has 15 business days for deliverable review.

• Contractor must incorporate comments within 10 business days.

• Period of Performance: 120 days After Receipt of Order (ARO).

• Place of Performance: Colombian Navy Intelligence Fusion Center in Bogotá, Colombia.

• Delivery: Contractor is responsible for all delivery and transportation charges to the specified addresses in Bogotá, Colombia, or Miami, FL for US vendors.

• Warranty: Minimum 1-year warranty on all delivered items from the date of delivery. 24-hour response time for technical requests via phone/email, with an 8-working-day maximum repair time.

• Customs & Tax: The U.S. Government will assist in obtaining customs clearance and tax (IVA) exemption certificates from the Government of Colombia. The contractor must provide goods/services tax-exempt.

• Inspection & Acceptance: Payments are contingent upon satisfactory inspection and acceptance of products by INL.

• Evaluation: Award will be made on a Lowest Price, Technically Acceptable (LPTA) basis. Proposals will be evaluated on compliance with technical specifications, brand name (where indicated), delivery timeline, and warranty period. Registration in SAM.gov is required.
