Scope of Requirement
The requirement is for OEM spare parts and consumables for "Hardened Mobile Trace" and "Itemizer 3 Enhanced" models manufactured by Morpho Safran (now Rapiscan Systems). These devices are crucial for detecting drugs in air and maritime shipments. Annex A provides a full listing of components, specifications, and quantities, including:
- Calibration, Verification, and Sample Traps
- Ion Dopants (Negative and Positive)
- Consumables such as dryer material, replacement membranes, canned air, and isopropyl alcohol wipes/swabs.
- Trace Detector Components including Desorbers, CPUs, Power boards, Pumps, and Transducers.
- Itemiser 3 Components like pumps, transducers, and monitors.
Delivery & Logistics
The awarded contractor will be responsible for delivering all items to the INL Freight Forwarder in Miami, FL, USA, within 30 calendar days of the procurement order. Specific consumables (calibration, verification, and sample traps) require a split shipment, with the second portion delivered within the sixth month of the contract to ensure validity. All items must have appropriate expiration dates (6 months for verification traps, 12+ months for others) and conform to ISPM 15 for wood packaging materials if applicable. Items will be donated to the Colombia National Police.

Additional Conditions
- All procured items must be covered by a one-year or more standard warranty, starting from the delivery date to the U.S. address.
- The U.S. Government will assist with customs clearance and tax exemption certificates from the Government of Colombia.
- Final inspection and acceptance will occur upon arrival at the U.S. delivery place, with payment following satisfactory acceptance by INL Colombia. The period of performance for supply and delivery is seven calendar months from the award date.
