Scope of Work

- 9mm Frangible Ammunition: 1,200,000 rounds
- 5.56 mm Frangible Ammunition: 1,200,000 rounds
- 7.62 Short Range Training Ammo (SRTA): 50,000 rounds Ammunition must be compatible with specified firearms (Glock 9mm, Colt 5.56 M4, US Ordnance M60 E6 MG). Reloaded ammunition is not acceptable.
Contract Details
This will be a Firm-Fixed Price (FFP), single award contract, potentially with optional quantities. The Period of Performance is no more than 120 calendar days from the date of award, with specific line item performance dates from April 3, 2026, to July 31, 2026. The FOB point is Destination.
Delivery & Logistics
Ammunition shall be delivered to an INL Freight Forwarder in Miami, FL. The contractor is responsible for proper packing, consolidation, and replacement of any lost or damaged items. Strict compliance with UN/DOT hazardous materials regulations (49 CFR parts 171, 172, 173, 178) is required, including specialized packaging, labeling, and "EX" approval numbers for Class 1 explosives. The contractor must provide all necessary export approvals, licenses, material safety data sheets, and paperwork. Partial shipments are generally not allowed unless approved in writing, or if a full shipment cannot be met by July, requiring at least 50% of the order.
Special Requirements & Compliance
Offerors must comply with the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR), with INL facilitating necessary document signing. The U.S. Government will assist with customs clearance and tax exemptions in Colombia. Warranty information for expeditious returns must be provided within 30 days of notification. A designated COR will inspect items for compliance, potentially including a fabrication site visit.
Evaluation & Submission
This is a Lowest Price Technically Acceptable (LPTA) procurement. Proposals will be evaluated based on technical specifications, delivery time, price, and past performance.
