Purpose
This Sources Sought notice is for planning and market research purposes only. INL seeks to identify qualified sources capable of providing various off-highway vehicles to meet an urgent, time-sensitive request from Ukrainian law enforcement. The government will use responses to assess potential small business participation, including the suitability of an 8(a) set-aside, and to determine if small businesses can provide standard manufacturer warranties, adequate service facilities, and spare parts in Ukraine.
Scope of Requirement
INL requires new vehicles that meet or exceed minimum specifications for use in Kyiv, Ukraine. The requirement includes:
- Electric Motorcycle Enduro/Dualsport: 143 units (min. 3.6 kW battery, 40 hp motor, 50km range, 80km/hr top speed, off-road charger, extra battery, 2024+ production year).
- Motorcycle Enduro/Dualsport: 130 units (dual-sport, street legal, 889 cm³ displacement, 2022+ production year).
- All-terrain vehicle (ATV): 35 units (1-seater, 100+ hp, 2WD/4WD, 800+ kg towing, bumpers, storage, 2025+ production year).
- Off-road vehicle, 4-seat Side-by-Side: 28 units (80+ hp, 2WD/AWD, storage, bumper, hard roof, rear storage box, 2-inch hitch, 2025+ production year).
- Off-road vehicle, 2-seater: 5 units (60+ hp, 2WD/4WD, storage, bumper, 2025+ production year).
All vehicles must be new, include standard manufacturer warranties, have adequate service facilities in the destination country, and comply with local legislation for customs clearance and registration. Shipments must be consolidated, and specific marking/packing guidelines apply.
Submission Requirements
Interested contractors should provide:
- Company name, point of contact, phone number, and address.
- UEI Number and CAGE Code.
- Interest in nature of participation (e.g., prime, teaming partner, subcontractor).
- SBA certification (SDVOSB/HUBZONE/8(a)/WOSB) for applicable NAICS (336110).
- Statement of capabilities relevant to this requirement.
- At least two (2) examples of past performance (within the last three years) relevant to this requirement.
