Purpose & Scope
The INL Management Coordinator will be the primary lead for INL Costa Rica's management functions, encompassing budget and finance, acquisition and procurement, logistics, human resources, facilities, internal management controls, construction, end-use monitoring (EUM), and information technology. Key responsibilities include streamlining management processes, developing standard operating procedures, ensuring compliance with U.S. Government regulations, and supervising eight locally employed staff (LES) while coordinating three third-party contractors (TPCs). The role supports broad counternarcotics, border security, and criminal deterrence programs.

Key Requirements
Applicants must be U.S. citizens with the ability to obtain and maintain a Secret level security clearance (Top Secret may be required), medical, and ethics clearances. Minimum qualifications include a Bachelor's Degree in Management, International Affairs/Development, Project Management, Business, Public Administration, Economics, Accounting, or a related field. Candidates need five (5) years of supervisory experience in a multi-cultural environment (including at least two years outside the U.S.) and seven (7) years of experience in management and administrative issues (budget/finance, acquisition/procurement, logistics, facilities, internal controls, construction, EUM, and/or IT). Professional proficiency in both English and Spanish is required.

Interested offerors must submit a completed and signed Form SF-171, a detailed resume (explicitly demonstrating qualifications), responses to the three Evaluation Factors (limited to 500 words per factor), and three professional references. The entire proposal should not exceed 20 pages, and submission as a single PDF is highly recommended. Proposals will be evaluated based on Work Experience (25 points), Program Experience (25 points), Leadership & Communication Skills (20 points), and Interview Performance (30 points), along with a pass/fail professional reference check. Mandatory training courses will be required post-award.
