Scope of Work
The contractor shall deliver a four-day course titled "Investigative Interview and Advanced Interrogation." The training aims to equip participants with practical skills in building rapport, analyzing behavioral symptoms of truth and deception, applying the nine-step REID Technique interrogation process, employing strategic questioning, and producing legally sound documentation and confessions. Key requirements include:
- All instruction, materials, and course delivery must be conducted entirely in Spanish.
- Development of training materials (manuals, handouts, exercises, case studies) in Spanish.
- Four training iterations per year, each with up to 25 participants, totaling 24 instructional hours per iteration.
- Participants must possess valid vetting; training is prohibited for non-vetted individuals.

Contract Details
- Contract Type: Firm-Fixed-Price (FFP) purchase order.
- Payment: Payable in Mexican Pesos (MXP) for Mexican firms and US Dollars (USD) for US firms. No advance payments.
- Period of Performance: Within twelve (12) months following award.
- The price includes all direct/indirect costs, overhead, G&A, profit, shipping, insurance, and assembly. The price will not be subject to adjustment after award due to cost fluctuations or exchange rates.
