This document is a combined synopsis/solicitation (RFQ) from the U.S. Embassy in Bogota, Colombia, for the acquisition of Container Movement BCA & VGZN. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR 12 and is open to full and open competition.

• The core service involves the loading, transportation, and unloading of 40-foot containers.

• Two groups of containers are specified:

  • Group 1: From Florencia-Caquetá to Barrancabermeja.
  • Group 2: From Florencia-Caquetá to Villagarzón-Purumayo, Colombia.

• Delivery is required within six (6) days after receipt of order (ARO).

• The vendor must provide appropriate insurance coverage for damage, loss, or theft.

• Vendors must use necessary equipment for maneuvers and transport, including cranes and suitable trucks.

• Specific details on container weights and reference numbers are provided.

• Vendors must provide driver and vehicle registration information, as well as crane operator details, for permit acquisition.

• All documentation must be in order with the Ministry of Transportation.

• The acquired items will be donated to the Government of Colombia.

• Type of contract: Firm-fixed-price (FFP) purchase order.

• Payment will be made in Colombian pesos (COP) for Colombian firms and US dollars (USD) for US firms.

• Prices are inclusive of all direct and indirect costs, overhead, general and administrative expenses, profit, shipping/delivery, insurance, and assembly.

• Prices are not subject to adjustment after award due to escalation or exchange rate fluctuations.

• Value Added Tax (VAT) or Impuesto a las Ventas (IVA) will not be reimbursed by the USG; an exemption letter will be provided to the awardee.

• Quotations must be submitted via email to RestrepoF@state.gov and BogotaINLSolicitation@state.gov.

• Submission deadline: June 01, 2026, at 16:00 hours (Bogota, Colombia time).

• Questions must be submitted via email to the same addresses no later than May 26, 2026, at 16:00 hours (Bogota, Colombia time).

• Emails must include a specific subject line: "PR15678838 - Quotation_Your Company Name" for quotations and "PR15678838 Questions_Your Company name" for questions.

• Quotes must be valid for 90 days from the closing date.

• Award will be made based on a Lowest Price Technically Acceptable (LPTA) methodology.

• Evaluation will consider technical specifications, delivery time, and warranty, as well as past performance.

• Offerors must be registered in the System for Award Management (SAM.gov) to be eligible for award.

• This acquisition is unrestricted.

• Vendors must be registered in SAM.gov.

• Specific requirements regarding experience (at least three contracts > USD$50,000) and satisfactory completion are noted.

• The document includes numerous FAR and DOSAR clauses covering various aspects such as contract clauses, solicitation provisions, evaluation factors, representations and certifications, and security prohibitions.

• Offerors must complete the SF-1449 form, Price Schedule (Attachment A), and NDAA-889 template.

• No advance payments are allowed.
