The U.S. Army Corps of Engineers - St. Paul District is seeking to purchase a commercial off-the-shelf (COTS) inland river towboat of new build or used (1990 or newer), to be used in support of operations on the Upper Mississippi River. The North American Industry Classification System (NAICS) Code for this procurement is 336612 ? Boat Building. The SBA Small Business Size Standard for this NAICS is 1,000 employees. This solicitation is Unrestricted ? Full and Open Competition. Firms of Any Size are invited to submit offers. The Government intends to award on the basis of Best Value. The vessel sought will have a draft of no more than 8 ft 6 in, have between 1,200 and 3,000 BHP (1,800 - 2,000 preferred for new construction), berths for at least 4 crew with head, shower and galley area. The offer package will include current certificates of inspection and other USCG documentation, extensive photos from throughout the boat, and a complete service history, including major repairs, dry dockings, and collisions/accidents. A small number of vessels will be evaluated in person by an Evaluation Team of USACE subject matter experts. The Seller will be responsible for delivery of the vessel to the USACE Fountain City, WI Service Base (Upper Mississippi River Mile 733). Delivery date is one of the evaluation factors for offers.
