Statement of Work (SOW)

To procure catering services for participants and students attending training at the International Law Enforcement Academy (ILEA) – San Salvador.

• Provide breakfast, lunch, dinner, and two daily coffee/snack breaks during scheduled classes.

• Provide meals (breakfast, lunch, dinner) on weekends for participants staying at the academy.

• Provide meals during participant arrival and departure times.

• Accommodate changes to the academic calendar and provide service during El Salvadorian and U.S. holidays if students are present.

• Cater to diverse student demographics (40% Central America/Mexico, 35% South America, 25% Caribbean Islands) and accommodate various dietary restrictions (allergies, medical conditions, vegetarian/vegan, kosher, halal).

• Menus must be approved by the COR one week in advance.

• Provide restaurant quality and variety meals, with a diverse range of foods to prevent menu repetition.

• All raw or uncooked foods must be refrigerated and served on ice.

• Contractor is responsible for providing all essential food service equipment (plates, tableware, glasses, food warmers, serving utensils, tablecloths) except for tables and chairs.

• Contractor is responsible for cleaning the food service area, kitchen, and all linens. Plates and utensils must be cleaned off-site.

• Provide laundry services for kitchen and dining linens, including uniforms, towels, and rags.

• Appoint an on-site representative fluent in English to liaise with U.S. Government personnel.

• Maintain schedules and provide a comprehensive plan for services beyond routine daily services.

• Conduct regular, coordinated inspection visits for quality control.

• Maintain discipline and ensure the safety and protection of individuals on site.

• Staffing: Minimum of seven (7) on-site employees per meal for each class, with potential increase for special events or simultaneous classes.

• Key Personnel: Contract Manager and Chef required, with specific qualifications and experience.

• Government Furnished Property: Refrigerator, microwave oven, industrial waffle maker, 45 round tables, 200 chairs, ice maker machine.

• Period of Performance: July 20, 2026, through December 31, 2030 (5-month base period + four 1-year option periods).

• Service Location: Typically the academic facility dining hall or Events Hall, but may include off-site locations for outdoor training.

• Meals ready 15 minutes before scheduled service time.

• All meals served at USDA-approved temperatures.

• No menu repetition within a weekly cycle.

• 100% accommodation of documented dietary restrictions.

• Professional appearance, hygiene, and English-speaking management.

• Quality Assurance Surveillance Plan (QASP) required, including surveillance methods (inspections, surveys, audits, reviews) and corrective actions.

• Contractor must be a seasoned food catering business with at least ten (10) years of experience in international cuisine.

• Meals must be prepared by a certified international chef, and the kitchen must hold an international certification.

• Estimated Meal Volume: Approximately 50 classes annually, totaling 1,600 students (40 participants per training), resulting in roughly 49,600 meals served annually. Contractor must provide 25% overage for unscheduled participants.

• Temporary Additional Services for special events may be requested with 24-hour notice.

• Invoicing: Monthly basis; no advance payments or deposits.

• Termination: Contract can be terminated with two (2) weeks' notice if expectations are not met.

• Evaluation: Lowest Price Technically Acceptable (LPTA) methodology. Offerors must meet technical acceptability criteria (Experience, Operational Capability, Past Performance) to be considered. Price will be evaluated based on the total evaluated price for the base period and all option years. Proposals must include a Technical Proposal, Past Performance, and Pricing (in Excel) with specified CLIN structure.

Amendment / Modification
