This solicitation is for the purchase of ten (10) single-purpose green canines, trained to detect narcotics, and associated K-9 equipment for the El Salvador Civilian National Police (PNC) K-9 Program. The Bureau of International Narcotics and Law Enforcement Affairs (INL) is procuring these canines to donate to the Government of El Salvador for law enforcement purposes.

• Canines: Ten (10) single-purpose narcotic detector canines, specifically Belgian Malinois or German Shepherd breeds, aged 12-24 months, weighing 45-90 lbs, and measuring 22-30 inches at the shoulder. Canines must be sociable, obedient, not fearful of loud noises, and possess strong prey drive and workability. They must be selection tested and meet rigorous temperament, character, prey, conflict, and critical drives criteria.

• Equipment: Each canine must be provided with a transport crate, food for the trip, security collar, leash, muzzle, food bowl, identification tag, flea collars and dips, blanket, bed, toys, brush/comb, automatic water dispenser, and an out stick.

• Veterinary Documentation: Comprehensive health certificates, vaccination records, orthopedic radiographs (hips, shoulders, elbows), and other required documentation for international transport.

• Delivery: Canines must be available for selection testing within 30 days of contract award. The contractor is responsible for all transportation costs and logistics to deliver the selected canines to El Salvador International Airport.

• The contract will be awarded to the lowest-priced, technically acceptable proposal.

• A 12-month warranty is required for all canines, covering skeletal health, genetic conditions, neurological problems, and workability/compatibility issues. A separate warranty for congenital diseases is also specified.

• Proposals must include a Technical Proposal (max 20 pages), Past Performance, and a Cost/Price table.

• Submissions must be in specified digital formats (Word, Excel, PowerPoint, Adobe).

• Evaluation is based on the lowest-priced, technically acceptable proposal.

• Canines will be selection tested at the contractor's facility by INL and GOES personnel. Up to 40 canines must be presented for selection to choose 10.

• No specific set-aside is mentioned.

• Offerors are warned against contacting INL personnel other than the Contracting Officer.

• Information furnished may be subject to FOIA disclosure.

• The government reserves the right to eliminate offers at any time.

Sources Sought Notice / Request for Information (RFI)

This RFI is issued by the U.S. Department of State (DOS) for market research purposes to identify qualified vendors capable of providing SINGLE PURPOSE GREEN CANINES AND K9 EQUIPMENT for the El Salvador Civilian National Police (PNC) K9 Program. This is not a solicitation, and responses are not offers. The government is seeking industry feedback on draft requirements and will use this information to inform its acquisition strategy.

• Requirement: Single Purpose Green Canines and K9 Equipment.
• Purpose of RFI: Assess vendor capability, gather feedback on draft SOW, and inform acquisition strategy.
• Submission Deadline: Tuesday, April 7, 2026, 5:00 PM EST.
• Submission Method: Email only to Ms. Courtney Wesely (WeselyCJ@state.gov) with the subject line: "RFI – SINGLE PURPOSE GREEN CANINES AND K9 EQUIPMENT".
• Response Length: Maximum 20 pages (excluding cover page and table of contents).

Vendors must provide:

• Company Information: Name, address, UEI, CAGE Code (if available), website, POC, phone, email.
• Socioeconomic Status: Classification under the relevant NAICS code.
• Capability to Meet Requirements: Based on the draft SOW, detail technical capability, relevant experience (with examples), core competencies, and performance timeframe.
• Pricing and CLIN Structure (Notional): Propose a CLIN structure and provide a nonbinding estimated price range.
• Existing Contract Vehicles: Identify any GSA FSS, GWACs, IDIQs, or other contract vehicles.
• Recommendations and Risk Areas: Identify risks, ambiguities, or impracticalities in the draft SOW and suggest revisions. Recommend a quality assurance approach.

To be eligible for future solicitations/awards, vendors must possess a current CAGE Code, UEI, be registered and active in SAM, and not appear on the Excluded Parties List.

This RFI does not obligate the government to issue a solicitation or award a contract. Information gathered may be used to refine requirements and strategy.
