Scope of Work
The contractor will provide:
- 80 "SteelCell" double-bunk stackable modular units (8' 4.25" W x 12' 6.5" L x 8' 4.5" H), which must be already fabricated and warehoused.
- Engineered design and fabrication of four structural steel mezzanines including railings, stairs, and bar grating.
- All necessary installation components (shims, welding plates, nuts/bolts, etc.).
- Shipping and delivery of all fabricated units and components to Port-au-Prince, Haiti (FOB destination). Customs clearance and delivery to the site will be handled by others.
- Architectural/engineering services for mezzanine design, including bridging documents, installation diagrams, structural calculations, and final fabrication drawings.
- Shop drawings, Operations and Maintenance (O&M) manuals (in French and English), and a warranty plan (in English).
- Installation training for INL implementers; actual installation will be completed by others.
Critical Requirements & Place of Performance
- Period of Performance: No greater than three (3) months from contract award.
- Target Completion Date: Facility ready for use by July 31, 2026.
- Product Availability: "SteelCell" units must be immediately available for deployment upon award.
- Contractor Qualifications: Must be licensed and certified in the U.S. for architectural, engineering, and fabrication services, with in-house engineering personnel, project management, and quality control.
- Standards: Adherence to International Building Code (IBC), ASTM, AISC 360, ASCE 7, and other applicable standards. All products must be detention grade and fabricated to ACA standards.
- Place of Performance: Design and fabrication in the United States; delivery to Port-au-Prince, Haiti.
Response Requirements & Submission
Interested vendors capable of meeting all requirements must review the complete Statement of Work (SOW) and Attachment A - Conceptual Design Floorplan in their entirety. Responses should be emailed directly to Contracting Officer Courtney Wesely at WeselyCJ@state.gov and include:

Purpose of Sources Sought
This is a Sources Sought notice only and does not constitute a Request for Proposal (RFP) or a commitment by the Government. Responses will be used to determine the appropriate acquisition strategy, including set-aside considerations and evaluation methodology. While this is market research, future proposals are anticipated to be evaluated on Technical Acceptability, Past Performance, and Price, considering factors like technical approach, qualifications, experience, code compliance, schedule feasibility, and product availability.
