Rationale for Sole Source
The Government's determination not to compete is based on HII's status as the OEM and sole owner of proprietary technical data, as well as their unique qualification for mandatory testing. Qualifying an alternate vendor at this stage would result in substantial duplication of costs and unacceptable schedule delays to the fleet.
Additional Notes
This is not a request for competitive quotes, and no solicitation or RFQ will be issued. However, interested parties may submit clear and convincing documentation demonstrating their capabilities to satisfy these requirements. The decision to conduct a competitive procurement based on responses is solely at the Government's discretion. All prospective contractors must be registered in SAM.gov.
