The goal is to identify solutions that improve the material condition of DFSPs, reduce long-term sustainment and modernization costs, and enable productive use of underutilized land, infrastructure, and access. This includes, but is not limited to, potential business partnerships, private sector investment, environmental considerations, operational concepts, security requirements, and revenue-sharing agreements. All Navy CONUS locations are under consideration.
