Purpose & Scope

ATEC requires solutions to research and evaluate safety data, identify gaps, and draft safety evaluations more efficiently. The current manual processes are challenged by the need for expedited equipment fielding and urgent operational needs. Solutions should enhance ATEC's ability to process approximately 900 safety evaluations annually, which involve 8-12 references and data volumes ranging from 100 MB to 2 GB, potentially up to 5-10 GB for complex systems, primarily at the CUI level.

Key Requirements & Clarifications

Solutions must be capable of:

  • Searching: Accepting varied data formats (text, tables, images, Microsoft Office, PDFs), identifying credible hazards, avoiding false positives, identifying knowledge gaps, including results of similar systems, and gathering data from all applicable sources.
  • Reporting: Displaying and explaining hazards, recommending severity and probability (per MIL-STD-882), proposing mitigations, citing sources, proposing areas for further evaluation, tailoring evaluations, and publishing findings in varied formats.
  • Features: Managing user permissions, protecting data, acknowledging uncertainty, and allowing for Government review and approval.
  • Desired Attributes: Providing user-tailored dialogue and existing within an Army-approved information space (a hosting and data-processing environment meeting Army cybersecurity standards with a valid Authority to Operate (ATO)).
  • Evaluation Time: Solutions should aim to reduce the current 24-32 hours for generating PHA/FHA artifacts and 24 hours for "Memorandum of Observation."
  • Applicable Standards: Beyond MIL-STD-882E, relevant standards include AR 385-10, DA PAM 385-16, DA PAM 385-30, ATEC PAM 73-1, DoDI 5000.02, MIL-STD-1316F, and MIL-STD-1911A.
