Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain smoke analyzer systems and boilers at various locations in Vicenza, Italy, in operational and effective condition, ensuring optimal condition, efficiency, and safety.

• Inspection and maintenance of smoke analyzer systems at Central Energy Plant (CEP) Ederle and Del Din, including exhaust gas Selective Catalytic Reduction (SCR) treatment systems.

• Annual inspection of boilers at Ederle Bldg.206, Del Din Bldg.55, Villaggio Bldg.710, 702, and Bldg.304.

• Services to be performed by authorized technicians coordinated by a project manager.

• Regular inspections and maintenance activities must be scheduled and documented.

• Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services meet contract requirements.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Levels (AQLs) for Quality Control, conformance with safety requirements, maintenance of smoke analyzers, and maintenance of boilers are all "Zero deviation from standard."

• Work to be performed at United States Army Garrison (USAG) Vicenza: Caserma Ederle, Caserma Del Din, and Villaggio della Pace, Vicenza, Italy.

• Contractor must be ISO 9001-2015 and ISO 14001 certified.

• Compliance with U.S. and Host Nation laws and regulations, including Italian Law D.L.152/2006.

• Personnel security requirements, including background checks and installation access procedures.

• Adherence to safety laws and regulations, including an Accident Prevention Plan and Activity Hazard Analysis.

• Required training for personnel, including Anti-Terrorism (AT) Level I and OPSEC Level I training.

• Subcontracting is limited to twenty percent (20%) of the total services.

• Key personnel include a Contract Manager (CM) and Alternate Contract Manager (ACM) who must be available during business hours and provide qualifications.
