Statement of Work (SOW)

To inspect, repair, or replace and install an AFT Winch Inverter (#860-02024) on the Port Davit of the USS Makin Island (LHD-8).

• Assess the material condition of the existing inverter, troubleshoot, and determine if refurbishment or replacement is needed.

• If refurbishment is required, the contractor will refurbish and reinstall the inverter on the Port Boat Davit for operational checks.

• If replacement is needed, a new inverter will be provided.

• The contractor will conduct operational testing (OPTEST) and quality assurance (QA) following installation.

• Troubleshooting will be performed until SAT OPTEST is accomplished.

• Salvage parts may be refurbished or a new inverter provided based on assessment.

• Place of Performance: USS Makin Island LHD8, located at Naval Base San Diego, Pier 8.

• Required delivery date: 03 AUG 26.

• Contractor personnel are subject to monitoring and inspection while on the military installation.

• Contractor is liable for failure to return the inverter.

• Invoicing and Payment details are to be processed via POIC (details redacted in source document).

Statement of Work (SOW) / Performance Work Statement (PWS)

To inspect, repair, or replace and install an AFT Winch Inverter (#860-02024) on the Port Davit of the USS Makin Island (LHD-8). This inverter is required to power the control panel and load center breaker for the davit, enabling the launch of small boats.

• Assess the material condition of the existing inverter.

• Troubleshoot the inverter.

• Provide information on whether refurbishment or a new replacement is required.

• If refurbishment is needed, the contractor will refurbish and reinstall the inverter on the Port Boat Davit boat deck.

• Conduct operational tests (OPTEST) and quality assurance (QA) following installation.

• Troubleshoot as necessary until SAT OPTEST is accomplished.

• Refurbish or provide a new inverter if needed, based on assessment of the returned item.

• Period of Performance: July 31, 2026 – August 30, 2026

• Place of Performance: Onboard USS Makin Island (LHD8), located at Naval Base San Diego, Pier 8.

• The contractor will be subject to monitoring and inspection while on the military installation.

• The contractor is liable for failure to return the inverter.

• The company will ship the material to: USS MAKIN ISLAND LHD8, BLDG 3581 MPC DLA DISTRIBUTION SAN DIEGO, CUMMINGS ROAD, SAN DIEGO CA. 92136.

• Inverter will be assessed by the contractor upon arrival and initial inspection. Ship's force will accept work completion after successful OPTEST and QA.

Sources Sought / Market Research

This document is a sources sought notice to conduct market research. The government is seeking information to determine if small businesses possess the capability to execute the requirements for an unspecified acquisition. The government may adjust the acquisition strategy, including potential set-asides for small businesses, based on the responses received.

Interested contractors are requested to submit a capabilities statement, no more than five (5) pages in length, with PWS feedback. Submissions must include:
