Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the Naval Undersea Warfare Center (NUWC) Division, Keyport to perform additional bracing of crane rails in Building 514. The project involves relocating existing utilities and welding new bracing to the crane rails.

• Relocate existing high-pressure air lines and electrical lines as needed.

• Weld new gussets and plate stiffeners.

• Attach new bolted cross bracing to the gussets.

• Provide labor, materials, and equipment for the work.

• Perform a runway rail survey by a registered design professional before and after construction to ensure alignment with Crane Manufacturers Association of America Inc. (CMAA) No. 74 criteria. Correct any misalignments.

• Remove existing lateral bracing and install new bracing and stiffeners as detailed in the "Bldg. 514 Crane Support Study" and drawings.

• Install web stiffeners at specified columns and modify existing lateral bracing.

• Prepare, prime, and paint any exposed steel or disturbed areas to match existing color and sheen.

• Restore all surrounding walls or structural surfaces affected by the work.

• Coordinate all work through the Contracting Officer’s Representative (COR).

• All work must be coordinated through the COR.

• A preconstruction meeting will be held two weeks prior to construction start.

• Submittals (Product/Material, Construction/Project Schedule, Proposed equipment specifications) must be submitted to the COR for acceptance, with a minimum of ten (10) working days for Government review.

• All work must comply with referenced standards, including EM-385-1-1, NAVFAC P307, UFC 1-200-01, and applicable state licensing requirements.

• Materials and products must be new and manufactured/assembled in the USA.

• Quality control, inspections, and tests are the Contractor's responsibility.

• Contractor must verify all site conditions and dimensions prior to commencing work.

• Work to be performed at Building 514, Naval Undersea Warfare Center (NUWC) Division, Keyport.

• A preconstruction meeting is mandatory.

• A Building 514 Safety and Security Brief is required for all contractor personnel before work begins.

• Access to Building 514 is limited to cleared personnel and vehicles.

• Strict adherence to safety, security, and environmental regulations is required, including specific training and plan submissions (e.g., Environmental Protection Plan, Safety Data Sheets).

• Operations Security (OPSEC) requirements must be followed.

• Photography by the Contractor is prohibited.

• Portable Electronic Devices (PEDs) are not allowed inside NUWC Keyport Buildings.

• Lock Out/Tag Out procedures must be followed with COR notification.

• Vehicle access and parking are subject to Naval Base Kitsap (NBK) regulations.

• Disposal of debris must comply with environmental regulations.

• Contractor is responsible for all quality control and inspections.

• All submittals requiring NUWC Keyport Environmental signature must be routed through the COR.

• Contractor must provide a complete and usable system, including O&M Manuals, warranties, and as-built prints.
